Job descriptionHarness financial and administrative systems to ensure efficiencies and compliance with all laws, regulations, and requirements. Develop and oversee an annual calendar of finance and administration tasks, ensuring timely completion by the team. Oversee the monthly financial close and reconciliation process, preparing statements for review by the Treasurer, Board Chair, and Finance and Audit Committee. Ensure leadership is engaged in monthly reviews of financial position and performance against revenue and expense targets. Ensure compliance with financial requirements for all funding sources, including grants and membership dues. Partner with the CEO to strengthen fundraising policies and processes for improved revenue tracking and long‑term growth. Oversee payroll, employee expense reimbursement, accounts receivable, and accounts payable processes, maintaining an accurate cash forecast. Support program managers in preparing project budgets and ensuring compliance with allowable expenses under specific grant requests. Provide ad‑hoc reporting to support project and funder requirements. Oversee all financial controls, maintain and update ASTC’s Financial Manual and all policies to ensure compliance with federal and other regulations. Manage the annual independent audit and maintain ongoing contact with the audit firm. Work with tax preparers and registered agent to file required federal, state, and local taxes, maintaining tax‑exempt status. Negotiate and adjust ASTC’s federal indirect cost rate on an annual basis. Identify and implement staff training on financial policies and practices. Oversee financial and administrative record keeping, including digital and physical documentation of agreements, employee records, and vendor contracts. Manage ASTC’s employee benefits consultants and oversee annual reviews and staff training. With the COO and CoS, oversee employee onboarding related to payroll, benefits, and equipment. With the COO, manage operational vendors (real estate, tech services, banking, and other third‑party services). Help ensure office compliance with workplace laws in Washington, DC and other states as applicable. Supervise, motivate, evaluate, and develop the Manager of Operations. Work with the Manager and team members to build and maintain relationships with members and partners. Implement ASTC’s commitment to a safe and welcoming workplace with the leadership team. Robust experience in nonprofit financial management, processes, and requirements. Track record of leading financial planning and P&L management in small, high‑performing organizations. Experience with Federal government grant budgeting, management, and reporting. Knowledge of Sage Intacct, budgeting and forecasting software, payroll and accounts payable systems, and other digital automation tools. Experience managing external financial and business administration vendors, including benefits and HR services. Capacity to design and adapt financial processes that balance sound controls with member / partner commitments. Knowledge of working within a professional membership association (preferred but not required). Scope and Responsibilities
Strategic Financial Leadership (20%)
- Develop and maintain a multi-year financial roadmap aligned with ASTC’s strategic plan to support Board and Executive Team decisions.
- Maintain rolling 1‑year and 3‑year financial projections aligned with strategy and anticipated programs and services.
- Manage ASTC’s annual budgeting process and 6‑month reforecasts, ensuring the budget remains dynamic and adaptable.
- Act as primary staff liaison to the Finance and Audit Committee, preparing agendas, materials, and responding to ad‑hoc requests.
Finance and Accounting Processes, Reporting, and Planning (30%)
Compliance with Financial Policies and Controls (25%)
Office Administration (20%)
Manage the Manager of Operations (5%)
Experience and Skills Required
The ideal candidate will have robust knowledge of nonprofit financial management, experience with Federal grant budgeting and reporting, and a record of high‑performance in small organizations. Direct experience with membership associations is desired but not required.
