Under limited supervision, assigns, supervises, reviews, and participates in the work of skilled workers in the maintenance, alteration, limited construction and repair of City buildings and facilities; establishes maintenance policies and procedures; performs related duties as required.

Qualification Guidelines
EDUCATION AND / OR EXPERIENCE Education : HS / GED. Experience : Five (5) years of increasingly responsible experience in general maintenance or construction, including two (2) years in a lead or supervisory capacity.
LICENSES OR CERTIFICATION Possession of and ability to maintain a valid Class B California Driver's License with Tank Combination Endorsement and a satisfactory driving record. Possession of and ability to maintain a valid Class C California Driver's License and a satisfactory driving record.
KNOWLEDGE, SKILLS, AND ABILTITIES Knowledge Considerable knowledge of the tools, equipment, supplies, and safe methods of facilities maintenance work, including such areas as electrical, heating, air conditioning, carpentry, plumbing, and general maintenance. Accurate record keeping, budgeting, and purchasing procedures. Pertinent laws, codes, and safe work practices. Methods and techniques of supervision and work planning.
Ability Ability to communicate clearly and concisely, both orally and in writing. Prepare reports and keep accurate records. Prepare cost estimates for time and materials. Select, train, supervise, and evaluate employees. Recommend appropriate discipline for employees. Train personnel on divisional activities, procedures and regulations. Make decisions regarding operational and personnel functions. Operate programs within allocated amounts. Estimate actual costs for projects and supplies. Respond to emergency and problem situations in an effective manner. Communicate effectively with a variety of personnel including City staff, other agencies, contractors and vendors. Establish / maintain effective working relationships. Interpret and apply rules, regulations, procedures and policies. Understand and follow verbal and written directions; work independently. Use and care of a variety of tools. Work safely and enforce operating and safety practices / procedures; materials, and equipment common to the building trades. Plan, assign and inspect the work of subordinates. Allocate equipment, materials, and personnel in a cost-effective manner. Read and interpret blueprints and building plans. Effectively manage projects and related capital improvement projects related to buildings / city facilities. Ability to operate a computer and various software. Perform other related duties as required.

ENVIRONMENTAL CONDITIONS Work is performed in a standard office setting and in the field. May be exposed to dangerous machinery. Extreme weather conditions, potential physical harm, and hazardous chemicals. Incumbents may be required to work extended hours including evenings and weekends from time-to-time.
PHYSICAL CONDITIONS Primary functions require sufficient physical ability and mobility to work in an office setting. to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist. To lift, carry, push, and / or pull light to moderate amounts of weight of up to 50lbs. To operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard.
