Community And Social Service Manager I - 64027926

This position is primarily an independent, complex administrative, consultative, and technical position, providing managerial direction and operations coordination to Area 1 HIV / AIDS Program (Escambia, Okaloosa, Santa Rosa, and Fort Walton Counties). The position performs a wide range of duties under the supervision of the Public Health Services Manager SES. This position spends the majority of the time engaged in supervisory responsibilities for assigned program activities in a state and local Department of Health concerning Human Immunodeficiency Virus (HIV) / Acquired Immune Deficiency Syndrome (AIDS) Surveillance, HIV / AIDS Contract Management, HIV / AIDS Prevention, Early Intervention, and AIDS Drug Assistance (ADAP) programs. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. Travel may be required.

General Program Development and Management :

Act as the liaison with the Florida Department of Health (FDOH) HIV / AIDS Section, the local regional Departments of Health, and the community on HIV / AIDS issues. Educate the community on FDOH and local Departments of Health goals, objectives, and available programs and services. Participate in statewide, regional, and county HIV / AIDS program planning, development, and evaluation, as needed. Initiates and directs the development of policy material. Responsible for providing technical assistance and monitoring of regional program services. Plans workloads, workflows, deadlines, work objectives and time utilization with employees.

Prevention :

Utilize HIV / AIDS staff to identify and develop a plan for service gaps in the region. Coordinate special events, i.e., World AIDS Day activities, National HIV / AIDS Testing Day. Supervise the Early Intervention Consultant (EIC). Assist the EIC in assuring HIV trainees are meeting Technical Assistance Guideline requirements. Ensure that the local counseling and testing programs are managed and evaluated correctly (direct responsibility of the EIC). Promotes or assists in promoting the development of community resources to address program needs. Ensure local outreach activities are occurring in the target populations identified in the local prevention plan. Ensure timely, complete, and accurate reporting by coordinating with surveillance staff.

Surveillance :

Ensure the surveillance staff are providing education on reporting requirements and the importance of reporting to providers. Ensure that reporting is done in a timely manner and reports are shared with Area 1 CHD Administrators and other programs within the Health Department.

Patient Care :

Ensure the planning and coordination of HIV / AIDS patient care related activities. Coordinates with public and private agencies to promote integrated service delivery. Provide technical assistance to community patient care HIV / AIDS programs throughout the region. Participate in area consortium meetings and planning activities. Ensure ADAP database is properly maintained. Ensure that ADAP staff review client files for the required documentation needed for determining client eligibility.

Other Duties as Assigned : Perform all other related duties as required.

Knowledge, skills, and abilities, including utilization of equipment, required for the position :

Knowledge of HIV, surveillance, prevention ad patient care components.

Knowledge of Florida Statues and rules regarding HIV.

Knowledge of social, economic, rehabilitation or health care service objectives.

Knowledge of Test and Treat

Knowledge of PrEP and nPEP

Knowledge of Routine HIV Testing

Knowledge of the Ryan White program

Knowledge of methods of compiling, organizing, and analyzing data.

Ability to develop manuals, policies, procedures, standards, and rules.

Ability to develop methods for monitoring and evaluating quality of service and compliance with rules, policies, and statutes.

Ability to review and evaluate plans and programs.

Ability to identify improvements and adjustments needed to insure program effectiveness and efficiency.

Ability to establish and maintain liaison with other agencies.

Ability to plan, organize and coordinate work assignments.

Ability to communicate effectively.

Ability to manage a budget.

Ability to establish and maintain effective working relationships with others.

Minimum Qualifications :

  • Valid Driver's License
  • One to three years of direct supervisory experience (selection and hiring of new staff, setting employees performance expectations, etc.)
  • One year of conducting community presentations
  • Successful completion of HIV 500 / 501 course within 6 months of hire

Preferred Qualifications :

  • Bachelor's degree in social sciences or health discipline from an accredited educational institution.
  • Knowledge of Human Immunodeficiency Virus (HIV) / Acquired Immune Deficiency Syndrome (AIDS) policies, guidelines, statutes, rules, etc.
  • Experience working in healthcare or communicable disease programs.
  • Managing, developing, and implementing budgets
  • Current HIV500 / 501 Certification
  • Associates or higher degree in social sciences or health discipline from an accredited educational institution
