Job description

Housing Choice Voucher Program Manager

Primary responsibility for case management under the Section 8 Housing Choice Voucher Program. Under direction, the purpose of the position is to provide a variety of routine and specialized technical functions for the Section 8 Housing Program. Employees in this classification function at the journey level to determine program eligibility, ensure proper data is input into the Public Indian Housing (PIH) system, and ensure compliance with HUD policies and procedures and PIH notices. Additionally, this position's work will include preparation, review, recording, processing, balancing, and distribution of financial and related data. Incumbents work with considerable independence while performing more responsible or complex housing assignments, and oversight and daily supervision of Housing Specialists and / or Inspectors.

In conjunction with the Assistant Human Services Director, provide overall management of staff and resources assigned to the Section 8 Housing Choice Voucher Program.

Establishes initial interview with tenants holding Housing Choice Vouchers.

Disseminates information to tenants regarding their rights and responsibilities, the availability of units, Osceola County specific requirements and all other pertinent information.

Conducts annual re-examination to include sending out re-certification letters, making and logging appointments, interviewing clients, verifying income, calculating rent and utility allowances, mailing required notices, processing payment documents and changes, and processing transfers for occupancy.

Confers with client employers, organizations, and other agencies, to confirm client information.

Briefs voucher holders on housing availability, housing options, lease obligations, equal housing rights, and Section 8 requirements.

Conducts landlord orientations, annual briefings, and portability briefings for participants on the program

Processes interim changes in tenant files, such as changes in AFDC / child support payments, employment, number of children, marriage, divorce, etc., and amends lease contract, when applicable, sends documentation as required.

Coordinates tenant transfers.

Performs data entry functions, enters tenant information, and updates files on the computer.

Coordinates with the HQS Inspector to ensure that inspections are completed in a timely manner.

Schedules annual inspections for HQS Inspectors.

Receives inquiries and concerns, ascertaining the nature of the request, and resolving personally, directing it to the appropriate department, or acting as liaison to the appropriate individual.

Possess proficient knowledge of Federal regulations associated with the Section 8 program.

Assists Housing Manager in the development and implementation of policies and procedures relative to the Section 8 programs

Trains, and reviews the work (case files) of the Housing Specialists and or Housing Inspectors, communicates plans, policies, and procedures to Housing Specialists, and assists in performing duties as needed

Attends meetings for the dissemination of information as required by the Housing Manager.

Assists office with audits from internal and external auditors or grantors.

Coordinates and assists with specialized projects to support administrative processes of the department.

Performs duties associated with the administration of an advisory committee.

Performs duties as assigned / necessary, which are related or logical in assignment to the position

Monitors and provide guidance on technical matters such as property sales, foreclosures, and client move requests.

Monitors waiting list and lease up requirements to ensure program is not under utilization during each fiscal year.

Works with Accounting personnel on account audits and repayments to ensure ongoing revenue collections and delinquency control.

Researches new program opportunities related to the Housing Choice Voucher Program, and make recommendations to management.

Coordination of Self Sufficiency Fair and other community related events relevant to the Housing Choice Voucher Program.

Performs duties as assigned / necessary, which are related or logical in assignment to the position.

Education : Bachelor's Degree in Public Administration, Political Science, Business Management or related field

Experience : Three (3) years' experience working with federal, state, local housing programs, social services, or case management related programs assisting low income families; or an equivalent combination of education and / or experience. Supervisory experience preferred.

Miscellaneous : Must possess and maintain a valid Florida Driver's License.

Demonstrates proficiency in acquiring, understanding, and implementing state and federal grant regulations.

Knowledge of the general operations and procedures of a Public Housing Agency (PHA).

Knowledge of the purposes, policies, and regulations of the Housing Authority as established by the Board of County Commissioners, as set forth by HUD regulations

Ability to understand, follow, and supervise written and oral instructions.

Ability to communicate effectively verbally and in writing.

Skill in establishing and maintaining effective working relations with all levels of management, employees, other departments, officials, and the general public; skill in the principles and techniques of customer service skills.

Skill in preparing complex correspondence, summaries, and reports in a clear and concise manner; skill in business English, e.g., correspondence formats, spelling, punctuation, and grammar.

Ability to access, operate, and maintain various software applications.

Ability to operate basic office equipment, e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines.

Skill in reading, updating, and maintaining various records and files; skill in complex administrative support functions, e.g., records maintenance, data analysis, reports processing, documentation proofing.

Physical Demand : Light

20 pounds maximum lifting.

Frequent (up to 2 / 3 of the work time) lifting, carrying up to 10 lbs.

If less lifting is involved, significant walking / standing may be required.

If mostly sitting is involved, it will require push / pull on arm or leg controls.

Expressing or exchanging ideas by spoken word or perceiving sound by ear.

Good eyesight for production or safety of self and others.

Physical agility is required in kneeling, bending, stooping, and reaching.

Required to have clear vision at distances of 20 inches or less
