Job Overview
The Project Manager will serve as the primary operational leader and liaison between the contractor team and FMCSA for the TruData Modernization IT Support contract. This role requires comprehensive expertise in agile project management, AWS cloud technologies, and federal data platform modernization to ensure successful delivery of all contract objectives. The Project Manager will provide hands-on leadership for a data management team supporting the modernization of FMCSA's TruData platform, ensuring compliance with strict government requirements and service level agreements while managing day-to-day operations for this mission-critical data infrastructure serving FMCSA's registration, inspection, compliance, and enforcement (RICE) functions.
This role will be a full-time position with work performed both on-site at DOT Headquarters, 1200 New Jersey Ave SE, Washington, DC 20590 and remotely, with core hours Monday-Friday : 6 : 00 AM - 6 : 00 PM EST. Position is contingent upon award and client approval.
What You'll Do
Contract Management & Government Relations
- Serve as primary point of contact for the Contracting Officer's Representative (COR) and ensure all contract requirements are met
- Attend kick-off meetings within 5 business days of award and daily standup meetings with government stakeholders
- Coordinate with FMCSA's Office of the Chief Technology Officer (MC-I) and OST for infrastructure and architecture decisions
- Present deliverables, discuss progress, and resolve emergent technical problems with government stakeholders
- Ensure 100% dedication of key personnel to contract requirements as specified in TAR 1252.237-73
Agile Project Leadership
Lead and coordinate an agile data management team in iterative development and support of the TruData platform solutionManage configuration management activities and maintain prioritized backlogs in Jira / ConfluenceFacilitate daily standups, sprint reviews, and retrospectivesEnsure all deliverables are reviewed, approved, and submitted on schedule including monthly status reports, meeting documentation, and sprint artifactsCoordinate emergency support responses as directed by the GovernmentOperations & Maintenance Oversight
Oversee daily operations and maintenance (O&M) support for the current data platform in an Agile IT environmentMonitor compliance with FMCSA IT Security Policies, DOT standards, and Federal regulations including NIST and FedRAMPFacilitate knowledge transfer activities and manage transition planning for contract phasesManage risk identification, mitigation strategies, and problem notification reporting within required timeframesTeam Management
Manage team performance, resource allocation, and staffing controlsEnsure all team members maintain required security clearances, complete training, and display proper identificationCoordinate vendor and subcontractor management activitiesProvide executive briefing and communication to stakeholdersQuality Assurance & Compliance
Ensure all deliverables comply with Section 508 accessibility requirementsMonitor adherence to security protocols and federal compliance requirementsSupport Quality Assurance Surveillance Plan (QASP) implementation and monitoringWhat We're Looking For
Required Qualifications
Education & Experience
Bachelor's degree in Information Technology, Computer Science, Project Management, or related fieldMinimum of five (5) years managing federal IT modernization or data platform projectsMinimum of three (3) years experience with AWS cloud implementationsExperience managing teams of 5+ technical professionalsTechnical Skills
Demonstrated experience with Agile project management and Jira / Confluence toolsStrong understanding of data migration and system integration projectsKnowledge of AWS native services and architectureUnderstanding of federal contracting vehicles and GSA schedulesGovernment & Compliance Knowledge
Knowledge of NIST security controls and frameworksUnderstanding of FedRAMP authorization processesFamiliarity with Section 508 accessibility standardsKnowledge of Privacy Act and PII handling requirementsUnderstanding of FISMA compliance and reportingCommunication & Leadership
Excellent verbal and written communication skills for technical and executive audiencesProven ability to work on-site at DOT Headquarters as requiredStrong stakeholder management and customer relationship skillsExperience with change management processesPreferred Qualifications
DOT or FMCSA experience with transportation safety systemsMilitary veteran status with leadership experienceMaster's degree in Information Technology, Business Administration, or related fieldPMP, Agile, or Scrum Master certificationAWS certifications (Solutions Architect or Cloud Practitioner)Experience with MCMIS or similar transportation data systemsKnowledge of motor carrier safety regulations and complianceITIL certification or service management experiencePerformance Expectations
