This position will assist and support the Construction Safety Departmentwith the MBTA's initiatives in managing safety documentation and utilizing data analytics to enhance safety performance and oversight on capital projects and Transit Oriented Development projects that affect MBTA operations. This position will emphasize the importance of safety documentation practices, accurate data collection, and the analysis of safety trends.

This position will be responsible for ensuringthat all construction projects maintain complete and compliant safety documentation, track leading and lagging indicators, and utilize data-driven evidence to mitigate hazards. This role will collaborate with project teams, contractors, and oversight agencies, to uphold safety standards and meet regulatory requirements. The role also plays a key part in ensuring the timely receipt, review, and processing of safety documentation involving capital projects.

This position will manage internal tracking systems and dashboards to monitor documentation flow and project compliance. It will also work closely with oversight agencies and internal stakeholders to support regulatory and agency oversight submissions.

  • Utilize the MBTA’s construction safety inspection software to collect, manage, and retrieve safety inspection data from project sites, ensuring information is captured accurately for analysis and reporting.
  • Provide staff guidance and training on properly using construction-related safety documentation tools and systems.
  • Identify leading and lagging metrics, to evaluate safety trends and ensure continuous improvement in hazard identification, prevention, and mitigation.
  • Prepare and distribute weekly and monthly construction safety reports to Construction Safety managers and senior leadership, summarizing inspection findings, incident trends, inspection activity levels, and key safety metrics that require attention.
  • Ensure that reports are clear, concise, and highlight progress and areas of concern in the safety performance of capital projects.
  • Monitor and ensure contractor / MBTA compliance with federal, state, and local applicable laws, statutes, regulations, rules, and guidelines for safety.
  • Collaborate with teams across the authority to develop and maintain safety analytics dashboards and tools that provide real time monitoring of safety performance indicators and project compliance status.
  • Oversee the construction safety documentation process for all capital projects and Transit Orientation projects and ensure that each project submits and updates these documents in accordance with MBTA policies.
  • Review and audit Health and Safety Plans (HASP) and other safety submittals provided by contractors.
  • Maintain organized and accurate safety documentation logs and records for all active construction projects
  • Administer, revise, and maintain the internal folder structure and document management system to ensure that safety records (inspection reports, incident reports, CAPs, etc.) are retained, stored securely, and made accessible.
  • Review and suggest improvements to safety inspection forms, checklists, and documentation templates.
  • Prepare and submit required safety documentation and reports to oversight agencies and internal stakeholders. This includes fulfilling documentation requests and formal reports to bodies such as the Massachusetts Department of Public Utilities (DPU) and the Federal Transit Administration (FTA).
  • Assist in processing and tracking Corrective Action Plans (CAPs) and other directives resulting from incidents or audits.
  • Oversee the procurement and distribution of Personal Protective Equipment (PPE) and other safety-related materials for construction projects
  • Coordinate with the Budget team to forecast needs, manage orders within budget, and ensure field personnel have the necessary equipment to work safely.
  • Work with internal company programs and departments to assist with gathering information and data needed.
  • Support and work collaboratively with all management within the MBTA Safety Division with promoting a safety culture.
  • Respond, either directly or through others, to emergencies twenty-four (24) hours per day, seven (7) days per week. The position requires on-call duties and responsibilities on a rotation basis.
  • Respond to hazardous conditions and perform field observations as needed.
  • Drive a company or personal vehicle to visit work sites and to assist at emergencies and / or events as needed.
  • Respond to each inquiry, whether from a customer, vendor, or co-worker in a courteous and professional manner consistent with the Authority's customer service quality standard
  • Perform all other duties and projects that may be assigned.

Supervision

  • Construction Safety Team employees.
  • Bachelor's degree from an accredited institution in Occupational Health and Safety, Construction Safety, Construction Management, or related field
  • Five (5) years of experience in Construction Safety, Construction Safety Analytics, System Safety, Occupational Health and / or Safety, or related fields, including experience conducting construction safety audits, investigating safety events and developing corrective action plans, managing and overseeing compliance with safety standards and regulations, and preparing safety related reports and recommendations.
  • Two (2) years of supervisory, managerial, and / or leadership experience.
  • A valid driver's license.
  • Ability to safely respond to hazardous conditions such as walking on uneven surfaces, ballast, and narrow paths, etc., and perform observations in the field.
  • Ability to wear the proper personal protective equipment when required.
  • Training and certification / accreditation in health, safety, industrial hygiene, or other similar training.
  • Demonstrated performance of routine audits to ensure compliance of regulations.
  • Proficient use of MS Word, Excel, and PowerPoint.
  • Must have strong communication skills (non-confrontational and diplomatic approach) - phone, in person, and written.
  • Ability to manage multiple projects and tasks.
  • Planning, organizational, analytical, problem-solving, influencing and time management skills.
  • Ability to perform needs coaching and mentoring.
  • Ability to interpret and actively ensure compliance with OSHA, MBTA, and other applicable agency standards.
  • Ability to complete, apply, and adhere to concepts in safety training including but not limited to SMS Fundamentals, ICS 100, 200, 700, and 800as well as other assigned courses offered on by the MBTA within the first month of employment.
  • Ability to complete a Public Transportation Safety Certification Training Program (PTSCTP) within three (3) years of employment.
  • Ability to perform and oversee that tasks are performed to ensure the safety of MBTA employees, contractors, ridership, the general public, and critical infrastructure.
  • Ability to handle sensitive and confidential information in an appropriate manner.
  • Ability to work in all weather conditions on a regular basis.
  • Ability to work any and all shifts and / or locations as assigned or directed; be available to work twenty-four (24) hours per day, seven (7) days per week.
  • Ability to supervise and work effectively with a diverse workforce.
  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
  • An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
  • A master’s degree in a related subject substitute for two (2) years of general experience.
  • A nationally recognized certification, or statewide / professional certification in a related field substitutes for one year of experience.
  • Preferred Experience and Skills

  • Six (6) years of experience in Construction Safety, Construction Safety Analytics, System Safety, Occupational Health and / or Safety, or related fields.
  • Three (3) years of supervisory experience.
  • Experience investigating construction safety incidents, with focus in the transit / railroad industry.
  • Working knowledge of the functions within transit (FTA) and railroads (FRA).
  • Completed Transportation Safety Institute (TSI) courses.
  • OSHA training especially courses specific to construction safety (29 CFR 1926).
  • Knowledge of system safety and / or Safety Management Systems (SMS) principles and best practices.
  • Experience working in Occupational Safety, transportation, construction safety, security, or related field; and candidates demonstrating an understanding of OSHA / DLS Regulations, the Federal Transit Administration (FTA) and / or DPU regulations.
