Overview

Director of Information Systems Projects and Vendor Management (9978 Technology Expert II) – Department of Public Health. This role oversees planning and implementation of SFDPH's enterprise systems / applications strategy, ensures alignment with the department's priorities, guides analyst teams, manages vendor contracts, and delivers measurable results in support of the department's mission.

Role Description

The Director oversees critical systems, including electronic health records (e.g., Epic, clinical and billing platforms), public health systems (e.g., disease surveillance, restaurant inspections), and business tools (e.g., HR / workforce and materials management). This position reports to the Deputy CIO and supervises two Directors and more than 100 staff. In-person work is required at least 80% of the time.

Responsibilities

• Serve as the primary IT division lead for contracts and vendor management; negotiate contract terms, assess and accept risk, and monitor compliance with agreements.
• Develop and implement division goals, objectives, policies, and priorities; determine service levels and resource allocation.
• Plan, organize, direct, control, and review the operation of major departmental functions and activities.
• Stay informed on industry trends, EHR updates, and federal / state / local initiatives affecting requirements.
• Communicate regularly with executive management and coordinate with other City departments.
• Represent the Department before legislative boards, outside organizations, the Mayor’s Office, media, and community stakeholders; provide consultation to boards and agencies.
• Manage cross-team relationships with staff, affiliates, partners, and IT teams to identify risks, monitor progress, and ensure deliverables on schedule.
• Manage the EHR program budget, forecast expenditures, monitor scope, authorize invoices and purchase orders, and provide early warning on potential overruns.
• Participate in budget development with justification for proposals or initiatives.
• Track competing projects, identify risks, and develop mitigation strategies for resource conflicts and timelines.
• Evaluate organizational structure and service levels, identify opportunities for improvement, and implement solutions to enhance performance.

Qualifications

Minimum :

EDUCATION SUBSTITUTION : Additional qualifying experience may substitute for the degree on a year-for-year basis up to four (4) years. One year is equivalent to 30 semester or 45 quarter units. One-year full-time employment equals 2,000 hours. Applicants must meet minimum qualifications by the final filing date unless otherwise noted.
