Butte County Superior Court is located in beautiful Northern California, where the valley floor meets the Sierra Nevada and Cascade mountains, approximately 1.5 hours north of Sacramento. At over 1,600 square miles and with a population of approximately 225,000, Butte County is full of natural beauty and provides endless recreational opportunities. It is home to one of the largest municipal parks in the country, Bidwell Park, which boasts over 3,600 acres of hiking and mountain bike trails, swimming holes, picnic areas, golf and disc golf courses, and more! Outdoor adventures also await in places like Lake Oroville, Feather Falls, Table Mountain, and Lassen and Plumas National Forests which border the county to the east. In the county's urban center of Chico, you'll find a vibrant downtown, art, culture, unique restaurants, music, and weekly farmers' markets. Right in the center of it all is the CSU, Chico campus, which provides a stunning backdrop and a variety of events and activities throughout the year.

Butte County Superior Court is a unified superior court operating two facilities, one courthouse in Chico, and another courthouse in the county seat of Oroville. All legal, operational, and administrative functions of the court are governed by the Presiding Judge and the Court Executive Officer. The court has thirteen judicial officers, or eleven judges and two commissioners, and approximately 135 support staff. The Court is recognized as a leader for many collaborative initiatives, including a regional self-help program, a multi-court IT services model, and numerous civics education initiatives. Butte County is home to a community with diverse needs, and the Court continually adapts to provide effective and reliable access to justice.

The court is seeking a strategic and detail-oriented fiscal leader who brings strong communication skills and values collaboration. This role requires expertise in accounting, budgeting, payroll administration, and complex financial analysis, along with the ability to translate data into relatable information and presentations for leadership decision-making. The successful candidate will be a collaborative team player willing to engage in both high-level strategic analysis and day-to-day fiscal operations in a department of six employees. Exceptional leadership, interpersonal, and analytical skills are critical to the success of the next Director.

The Fiscal Director oversees and / or staffs all areas of fiscal operations. That includes, but is not limited to, performing a variety of accounting and complex financial analysis work, preparing, monitoring, and managing the court's budget, completing fiscal and strategic analysis, developing and implementing accounting systems and procedures, performing financial and compliance audits, financial forecasting, preparing staffing, expenditure, and funding status reports, and supervising fiscal division staff. The incumbent is also a member of the court's senior management team, and as such, shares responsibility for establishing and attaining the court's organizational goals and objectives. This is a regular, full-time, at-will position and is exempt from the Fair Labor Standards Act.

The following duties are typical of those performed by the incumbent in this classification. However, other duties may also be required :

  • Plans, manages, and directs functions and projects in assigned areas, sometimes in consultation with executive management.
  • Monitors or directs the performance of day-to-day accounting functions including accounts payable, accounts receivable, general ledger, grants, trust, and cash deposits.
  • Monitors or directs the performance of payroll functions including the processing of bi-weekly and off cycle payrolls, payment of employee benefit payments, payroll system adjustments, and reporting of payroll data.
  • Prepares, monitors, and manages the court's budget.
  • Assists executive management with fiscal and strategic analysis, and preparation of sensitive information that may be used in employee relations and labor negotiations.
  • Coordinates the development and implementation of automated fiscal accounting systems and procedures and standards.
  • Assists with fiscal activities and information exchange between the court and other agencies.
  • Researches and resolves complex accounting problems that cannot be resolved by accounting staff.
  • Compiles and prepares monthly budget to actual and cash flow projection reports, and on an ad hoc basis, other financial or statistically related reports.
  • Manages the preparation of the month-end and year-end closing of account ledgers books.
  • Performs routine financial and compliance audits, and assists in the examination and evaluation of accounting records, transactions and internal controls.
  • Recommends, writes, and implements court fiscal policies and procedures.
  • Reviews and monitors court contracts and related processes.
  • Assists with or oversees court procurement activities.
  • Interprets and implements applicable financial and legal regulations.
  • Performs analysis of the fiscal impact of legal and regulatory changes.
  • Directs or performs fiscal updates to the court's case management system.
  • Directs the work of staff, reviews and evaluates performance, administers discipline, conducts or assists with training, conducts employment interviews, and makes recommendations regarding the hiring of new court personnel.
  • Demonstrates leadership and coordinates with other managers to ensure effective communication between all court divisions and uniform application of court policies.

Knowledge Of :

  • Management principles, practices, and methods related to selection, training, evaluation, performance management, scheduling, and supervision of subordinates.
  • Modern office methods and technology including the use of a personal computer and related software such as word processing, spreadsheets, databases, case management systems, and scheduling programs.
  • Public and program funding, budgetary preparation, and cost analysis.
  • Principles and practices of policy development and implementation.
  • Principles and practices of research and analysis, including basic mathematics and statistical development and reporting.
  • Generally accepted principles and practices of accounting, auditing, budgeting, cash handling, and purchasing.
  • Complex financial record-keeping procedures.
  • Laws, rules, and regulations influencing governmental accounting and auditing operations.
  • Cost accounting principles and systems.
  • Computerized data processing as it relates to accounting procedures and practices.
  • Financial management information systems including general ledger, accounts payable and receivable, and payroll.
  • Correct English usage, grammar, and vocabulary.
  • Ability To :

  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Synthesize complex ideas and information into well-organized, clear, concise, and accurate documents such as reports and correspondence.
  • Prepare clear and concise administrative and financial reports.
  • Prepare and administer complex budgets.
  • Interpret, apply, and explain laws, rules, regulations, policies, and procedures related to accounting functions and other assigned areas.
  • Plan, organize, direct, and coordinate the work of lower level staff.
  • Select, supervise, mentor, reward, discipline, counsel, motivate, and train assigned staff.
  • Develop and administer goals, objectives, and procedures within assigned areas and court-wide.
  • Communicate clearly and concisely, both orally and in writing.
  • Lead and manage assigned staff through change.
  • Use strong interpersonal skills to establish and maintain effective working relationships with all levels of court personnel, justice system partners, elective and appointive bodies, and members of the general public.
  • Administer projects, as part of a team or as project lead, within the project scope, time constraints, and resource constraints to achieve the desired objective.
  • Use work-related computer applications such as e-mail, word processing, spreadsheets, and / or the internet.
  • Maintain confidentiality of information and work and exercise discretion.
  • Lead, oversee, and coordinate work activities and ensure staff complete responsibilities timely and accurately.
  • Work under the pressure of deadlines, conflicting demands, and emergencies.
  • Understand, follow, and give written and oral instructions.
  • Use independent judgment and make sound decisions.
  • Complete all duties as assigned timely and accurately.
  • Use correct English grammar, spelling, and punctuation.
  • Typical Qualifications :

    Any combination of education and experience which would likely produce the desired knowledge and abilities is qualifying. A desirable combination is as follows :

    Experience : A minimum of five (5) years of increasingly responsible experience in an accounting or auditing position, which includes at least two (2) years of management or supervisory experience. Experience in a government agency is preferred.
