Job description

Overview

Under general direction, leads, develops, plans, and administers the design, implementation, and analysis of long and short-range transit , bicycle, and pedestrian projects / studies and bus service planning in Orange County.

Transportation Analyst, Principal : This is an exempt position in Salary Grade 215 : Min $107,889.60 – Mid $128,876.80 – Max $149,864.00 per year. The starting salary will be within this range based on qualifications.

Transportation Analyst, Senior : This is an exempt position in Salary Grade 205 : Min $97,864.00– Mid $116,896.00 – Max $135,928.00 per year. The starting salary will be within this range based on qualifications.

Responsibilities

  • Acts as subject matter expert and liaison in the areas of developing, implementing, and / or analyzing short-range and long-range transit plans, transit service planning, performance metrics, grant applications, and other transit-specific planning and facility studies.
  • Oversees the development of the bus system and bus route performance monitoring and reporting, analyzes a wide range of data, and uses results to develop bus service improvement plans.
  • Manages the bus service change process and coordinates bus service changes with internal and external stakeholders.
  • Leads and manages complex transit, studies, transit improvement plans, state / federal compliance reports.
  • Conducts field work to gather information to support transit planning activities : analyzes information gathered from coach operators, customers, city staff members, transit and travel data, and other agency’s staff.

Solves Problems & Analyzes Issues : Has and applies problem analysis and problem-solving skills on a technical and interpersonal level.

  • Coordinates transit service plans and programs with long range transportation plans, rail plans, bicycle and pedestrian plans and other active transportation, and mobility hubs initiatives.
  • Takes Initiative : Initiates new programs, processes, relationships, or technologies to accomplish goals.

  • Leads in the development of work plans and scopes of work to support transit projects, studies, and grant applications.
  • Works in a Collaborative Manner with Others : Works in a collaborative manner with others, helps resolve unproductive conflict.

  • Oversees and manages internal staff and external consultant contracts and ensures adherence to scope, schedule, and budget. Ensures effective coordination and communication of transit and transportation planning activities with internal departments and external agencies.
  • Prepares and presents Board reports and presentations. Represents OCTA, as needed, makes presentations, and readily responds to inquiries of other private, public, and professional groups. Prepares written reports, presentations, maps, charts, and other graphics.
  • Qualifications

    Transportation Analyst, Principal : Any combination of education and experience equivalent to a bachelor’s degree in transportation, environmental or urban / transportation planning, public administration, architecture, engineering, or a related field, with a minimum of six years of responsible transit agency, local, regional, state or community planning experience that includes working with a variety of stakeholders and the development of corridor transit plans and transit service planning. Project management experience is required. A master’s degree is preferred.

    Transportation Analyst, Senior : Any combination of education and experience equivalent to a bachelor’s degree in transportation, environmental or urban / transportation planning, public administration, architecture, engineering, or a related field, master’s degree preferred, with a minimum of four years of responsible transit agency, local, regional, state or community planning experience that includes working with a variety of stakeholders and the development of corridor transit plans or transit service planning. Project management experience is preferable.
