Under immediate supervision, this position is responsible for auditing income tax returns for businesses and individuals to ensure compliance with City income tax provisions. Identifies delinquent accounts and takes necessary actions.
Major Duties
Audit City income tax returns of businesses and persons subject to City income tax to determine taxable income and income tax liabilities on salaries and wages subject to income tax withholding provisions.Prepare and send audit letters to address discrepancies or request additional information.Determine underpayments and assesses penalties and interest and apply refunds to delinquent tax balances from prior years.Process withholding registrations, maintain employer accounts, and follow up on delinquent withholdings. Audits year-end reconciliations to ensure businesses withhold and remit correct tax amounts.Conduct audits of partnership and business returns to verify compliance with City ordinance and individual filing requirements.Assist the public and business representatives by explaining and interpreting the City of Saginaw Income Tax Code.Establish and monitor payment agreements, including promissory notes, to ensure compliance with repayment terms.Prepare proposed tax assessments for non-filers using available data from the State of Michigan and historical payment records.File claims for delinquent income tax with bankruptcy court and update account statuses accordingly.Prepare Renaissance Zones certificates for qualifying applicants.Prepare case files and represent the department in small claims court in the Administrator's absence.Draft and update City Income Tax forms, instructions, worksheets, to improve clarity and compliance.Safeguard income tax records and confidential data by maintaining secure filing, scanning, and data storage practices.Ensure timely processing of refunds, accurate estimates, and prompt correspondence with taxpayers.Crosscheck multiple information sources to verify taxpayer compliance with City tax ordinances.Recommends improvements to tax and office procedures to enhance efficiency and service quality.Performs other duties as assigned.The above statements are intended to describe the general nature and level of work performed by people assigned this classification. Education and Experience
Associate's degree in Accounting, Finance, or Business Administration.One to Three years of professional experience to include tax preparation (individual and corporate) auditing and accounting.Ability to

Work is primarily performed in an office environment with little exposure to environmental conditions. The noise level is typically moderate (e.g. business office with typing and / or computer printers, light traffic).
