Manager Of Procurement (Reseller Agreement Specialist)

GovCIO is currently hiring for a Manager of Procurement (Reseller Agreement Specialist) to support our Connected Care Integrated Network (CCIN) program within our Veterans & Enterprise Technology Solutions (VETS) sector and corporate activities. This position will be fully remote within the United States.

Responsibilities

GovCIO is seeking a strategic and detail-oriented, self-motivated procurement professional who is capable of supporting a variety of complex procurement actions and works without discernable direction while following established guidelines and policies. The Manager of Procurement will be primarily responsible for sourcing suppliers, negotiating agreements including reseller agreements, and managing vendor relationships to ensure timely and cost-effective procurement of goods and services in support of our programs and prime contracts. This role requires strong organizational skills, analytical thinking, and the ability to work collaboratively with internal and external stakeholders.

Responsibilities include :

  • Leading the negotiation, drafting, and execution of reseller agreements, ensuring favorable terms and alignment with company objectives.
  • Ensuring compliance with internal policies and applicable regulations (e.g., FAR, DFARS, if applicable).
  • Exercising responsibility for the company's compliance with GovCIO Procurement System Manual.
  • Developing and implementing policies and procedures to obtain and maintain Contractor Purchasing System Requirements (CPSR) compliance.
  • Overseeing material purchasing activities of assigned teams / programs.
  • Assisting the sector in timely delivery of support to programs and proposals including remediation of procurement files to meet CPSR requirements.
  • Sharing and promoting best practice across the business and guiding colleagues on how to ensure adherence to procurement policy.
  • Acting as a strategic partner. Working closely with internal stakeholders, including operations, finance, and program teams, to align procurement activities with business needs and objectives.
  • Seeking to establish and maintain performance metrics for procurement planning / scheduling, including supplier performance and quality, purchase order placement, and procurement team effectiveness and contribution.
  • Analyzing information to keep apprised of updates on commercial practices, price trends, manufacturing processes and identifying opportunities to leverage material acquisitions.
  • Participating, as required, in preparation of request for proposals (RFP) and bid packages.
  • Monitoring and selecting suppliers based on past performance and other relevant evaluation factors.
  • Sourcing, negotiating, and purchasing services, equipment and supplies to meet company requirements.
  • Negotiating with suppliers and analyzing suppliers' operations to determine factors that affect prices and to determine best value consistent with quality, reliability, and ability to meet required schedules.
  • Aptitude to solve problems and develop technical solutions to complex problems which require ingenuity and creativity.
  • Tracking deliverables and following up with vendors on delinquent deliveries.
  • Other duties as assigned.

Qualifications

Required Skills and Experience :

  • Requires a bachelor's degree in a related field with 8+ years of prior relevant experience or master's with 6+ years of prior relevant experience. Additional years of relevant experience will be accepted in lieu of a degree.
  • 8+ years of experience in US Government procurement.
  • Excellent knowledge of the FAR / DFAR.
  • Experience complying with Contractor Purchasing System Reviews (CPSRs) policies and procedures.
  • Experience in procuring materials and goods with particular emphasis on negotiation, purchase order administration, and contractor / vendor performance management.
  • Strong knowledge of federal procurements as well as a strong grasp of negotiation techniques.
  • Skills :

  • Strong business acumen, strong management, and leadership skills.
  • Ability to meet deadlines and work in a high pace environment supporting multiple internal and external stakeholders.
  • Deep understanding of contract law, pricing models, and supplier risk management.
  • Responsible for self-management and awareness.
  • Effective communication with internal and external stakeholders.
  • Effective writing skills.
  • Strong analytical and problem-solving skills.
  • Drive organizational efficiencies and savings to the business.
  • Extensive knowledge of FAR, DFARs and other agency specific regulations and policies.
  • Certification such as CPSM, CPM, or PMP.
  • Preferred Skills and Experience :

  • Preferable working knowledge of Deltek Costpoint.

    The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an "at-will position" and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department / team performance, and market factors.

    Posted Salary Range : USD $100,510.00 - USD $135,000.00 / Yr.
