Chief Financial Officer

Full Time or Part Time : Full Time
Provide strategic planning, leadership, direction, and execution of functions within assigned divisions, as well as the vision and strategic direction for the future so as to facilitate the movement of people and goods to their destinations efficiently and safely. How you will contribute :
- Communication Liaison : Develop and maintain effective working liaisons and relationships with governmental, legislative and citizen constituents. Promote and facilitate positive public relations. Provide cooperative and customer-oriented responses and information to legislators, board members, citizens, private industry and local officials in transportation matters. Serve and participate with state, national, local and legislative committees and task forces to address problems, share resources and represent VDOT. Provide advisory services to Executive Management on financial management matters.
- Compliance : Assure VDOT programs and operations are in compliance with federal and state policies, laws, regulations and guidelines. Monitor and review legislation and reports on impact to VDOT and other transportation stakeholders. Enhance or develop, implement and enforce VDOT policies and procedures by way of systems that will improve the overall operation and effectiveness of the organization. Serves as the designated representative for all Commonwealth Transportation Board Authorized Debt.
- Provide strategic planning, direction and leadership for efficient achievement of agency and statewide transportation program goals and objectives through accurate assessment of public needs, legislative demands, agency resources, transportation priorities, financial constraints and governmental regulations. Oversees the essential and accurate development of the Commonwealth Transportation Fund Six-Year Financial Plan, annual budgets, development of the Six-Year Improvement Program, Revenue and Cash Forecasting, the financial plan for Interstate 81 Corridor Improvement Program, and all debt financing for the Commonwealth Transportation Board. Ensure adequate funding and resources are available to support VDOT's needs by providing guidance in developing agency budgets. Ensure Transportation Commissioner is informed of budget related issues. Conduct budget reviews with Executive leadership team. Partner with VDOT's Audit and Compliance Office and the Office of the State Inspector General regarding risk and audit findings. Review effectiveness and efficiency of programs and operations and modify or implement policies and procedures for improved transportation services and administration.
- On-Call for Emergency Operations : This role will need to be on-call and staffed to support emergency operations.
- Special Projects : Perform special tasks and research, oversee special projects and programs, and represent VDOT in a variety of settings at the direction of the Transportation Commissioner.

Ability to build collaborative relationships and gain consensus from diverse groups.Ability to communicate clearly and articulate both orally and in writing with diverse audiences and to make presentations and conduct meetings.Comprehensive knowledge of management principles and practices in budget and financial administration, procurement, federal funding sources, and state and federal policies and procedures.Experience reflecting ability to develop and implement organizational processes for effectively managing finances and maximizing the use of available funds.Experience reflecting ability to use independent judgment in the interpretation and analysis of rules, regulations, policies and procedures.Leadership and supervisory experience reflecting knowledge of human resource, performance management, principles and policies.Leadership experience in the transportation industry or state government.Skill in the use of computers and software applications to include automated financial software programs.Additional Considerations :
A combination of training, experience, or education in Public Administration, Business Administration or related field desired.Leadership experience in the transportation industry or state government. Progressively responsible experience in a senior management position.
