Principal Legislative Fiscal Analyst
The Maine Legislature's Office of Fiscal and Program Review, a nonpartisan staff office of the Legislative Council, is seeking applicants for a Principal Legislative Fiscal Analyst position. The Principal Legislative Fiscal Analyst is recognized as a state budget authority and leads the planning, coordination and implementation of services provided by the Office throughout the legislative budget process. The Principal Legislative Fiscal Analyst has primary responsibility for the staffing of the Legislature's appropriation and financial affairs committee, performs highly complex and intricate analysis and research tasks, exercising substantial judgment and impartiality with a high degree of skill, speed, accuracy and independence. The Principal Legislative Fiscal Analyst works closely with the Director as part of the office leadership team.
Examples of Duties
Serves as lead staff to the Joint Standing Committee on Appropriations and Financial Affairs, providing research, analysis, drafting and technical expertise to support the committee and its members both within and outside of committee meetings.
Works closely with committee chairs to plan and schedule the meetings and manage the committee workload.
Assigns, coordinates and reviews the work of Legislative Fiscal Analysts related to budget legislation, including fiscal analysis and drafting amendments, and other issues before the committee.
Communicates regularly with state agency commissioners and other senior staff regarding budget initiatives, fiscal impact estimates and information requested by the committee.
Prepares reports and summaries of fiscal data and budget issues and presents information to the committee.
Initiates, plans and directs projects within the office and represents the office on interoffice initiatives.
May participate in office-wide management decisions and may represent the office director at various meetings and events.
Qualifications
1. Bachelor's degree plus ten years of relevant experience. Advanced degree preferred. An equivalent combination of education and experience may be substituted.
2. Demonstrated expertise and advanced knowledge in budget development and analysis, state government and legislative processes.
3. Ability to resolve complex policy and fiscal issues with legislators and other stakeholders.
4. Strong written and oral communication skills, including ability to communicate effectively with legislators, other government officials and legislative staff.
5. Ability to lead small groups and teams effectively.
6. Demonstrated skills in problem-solving and decision-making.
7. Excellent work habits, including effective time and workload management, appropriate delegation of administrative tasks, and skillful coordination and collaboration with others in the office, the committee setting and other venues.
Salary and Benefits : The salary range for this position is $96,116 to $139,027. The bi-weekly dollar values of some State-paid benefits for full-time employees include $15.22 for dental insurance; 14.11% of employee's pay towards retirement; and, depending on the employee's annual pay, at least 85% ($494.07) of health insurance premiums. Initial year vacation and additional paid leave begins at 4 weeks plus 13 paid holidays.
