Budget Analyst (Fiscal Analyst 2)
The Budget Analyst position is a key part of Oregon State Hospital's business management infrastructure working within the Finance and Operations department. The Finance and Operations department guides and oversees administrative and business operations across the hospital system. The sections of this department provide structure and support to direct care operations in the areas of safety, security, technology services, facilities management and support services, training and development, general administrative operations, patient financial services, fiscal, and budget.
Oregon State Hospital, a Joint Commission and CMS certified public psychiatric hospital, provides psychiatric treatment services to persons committed by the Oregon courts as part of the state mental health system. The Oregon State Hospital is the largest division of OHA with 2,995 positions across hospital operations.
This position is a fiscal advisor to management at the Oregon State Hospital performing financial and policy analysis, contract analysis, fiscal reporting, and organizational systems work. This position focuses on monitoring, controlling, analyzing, and forecasting Personal Services expenses for all of OSH, approximately 3,000 positions. This position has the responsibility for making decisions that affect Personal Services resource allocation, contracting actions, and hospital finance procedures.
This position works with the senior fiscal analysts to identify the need for revision or addition of policies that guide the financial and budgeting decisions for Personal Services expenditures. These policies include those related to compliance with federal regulatory agencies, ensure expenditures are appropriate under the Oregon Accounting Manual and legislative intent, and development, execution, and management of the OSH budget.
The Budget Analyst helps identify issues that have an impact on current and / or future budgets and develops strategies for mitigation or request of budget adjustments. Additionally, this role carries the responsibility to accurately and fully interpret state and federal laws, regulations, and policies, including the Oregon Accounting Manual (OAM) and Generally Accepted Accounting Principles (GAAP).

What We Are Looking For :
Minimum Qualifications : Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. OR, five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information. OR, successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program. Note : A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree) may substitute for three years of the required experience. A graduate-level degree in any of the above areas may substitute for four of the five years.
