Job description

Planning And Development Division Director

This position functions at a Division Director level with citywide planning policy responsibility and direct capital planning and delivery. Under direction of the City Manager oversees the functions of the Planning & Development Division, providing executive level leadership including, but not limited to, the administration and supervision as Code Administrator of the applicable City of Brownwood Code of Ordinances, Building and Standards Commission, floodplain management, Planning and Zoning, Zoning Board of Adjustments, Unified Board of Appeals, facility maintenance, right-of-way maintenance, GIS, and all related planning and development functions of the City. Oversees assigned departments by City Manager. Must be willing to adopt and exhibit the City of Brownwood "I SERVE" Core Values.

Examples of duties include :

  • Perform duties as Code Administrator, i.e. interpret and act on the intent of the adopted provisions of the City code;
  • Responsible to oversee construction permitting and inspection according to adopted codes;
  • Develop and implement plans to properly administer department activities;
  • Work with property owners / occupants / builders to ensure compliance with City codes;
  • Facilitate healthy working relationships with the public, developers, and contractors;
  • Issue notices of violations (citations) and testify in court, when required;
  • Coordinate with other City departments regarding development, including engineering, floodplain, utilities, sanitation, streets, and BMDD;
  • Communicate effectively by phone and in writing with property owners / occupants / builders / developers / contractors;
  • Represent the City and give presentations of cases to the Building and Standards committee (or delegate to staff);
  • Ensure the collection of fees for permits and fines issued by the City;
  • Obtain and maintain license, bonds and / or insurance for regulated businesses;
  • Will lead the creation and implementation of the City's Unified Development Code and facilitate the adoption of Comprehensive Plan and oversee execution of all adopted plans, including the Downtown and Parks Master Plans;
  • Responsible for the supervision, interviewing, hiring, disciplinary actions (if necessary) and evaluations of employees in this department (direct or indirect);
  • Serve (or appoint staff) as Secretary to Zoning Board of Adjustments;
  • Serve (or appoint staff) as Secretary on the Planning and Zoning Board;
  • Serve on the Unified Board of Appeals;
  • Ensure streamlined and user-friendly permit and inspection process;
  • Oversee facility maintenance activities and citywide maintenance contracts (pest control, HVAC);
  • Other duties as assigned by the City Manager.

Typical qualifications include :

Education and experience : Bachelor's degree in Urban / Regional Planning, Public Administration, Civil Engineering, or related field; Master's preferred. Eight (8)+ years progressively responsible experience in municipal planning / development; at least five (5) years supervising professional staff and / or project managers; three (3) plus years' experience in Municipal Government and Code compliance is preferred.

Knowledge, skills, and abilities : Knowledge of comprehensive planning, zoning, subdivision, site design, transportation / utility coordination, and Unified Development Code (UDC). Skill in capital planning alignment and project management to move policies into funded projects and measurable outcomes. Ability to interpret plans, codes, and technical studies and communicate them clearly to boards, City Council, stakeholders, and the public. Demonstrated experience implementing Comprehensive Plans and UDC updates; experience aligning plans to multi-year Capital Improvement Program (CIP) portfolios and delivering projects. Create and align a multi-year Capital Improvement Program (CIP) to adopted master plans.

Supplemental information includes : Ability to communicate with the public and deal effectively with code compliance problems. Ability to research and interpret codes. Ability to comply with Charter requirements and duties outlined in Code of Ordinances. Knowledge of standard office procedures and practices; ability to create letters using acceptable grammar, punctuation and spelling; ability to analyze requests to determine the need of the public for information; ability to be polite to the general public in many situations; ability to research code books and interpret codes properly; some accounting background preferred; requires working experience with personal computer; proficient in computer applications, particularly Microsoft Office Suite.
