Planning And Development Division Director
This position functions at a Division Director level with citywide planning policy responsibility and direct capital planning and delivery. Under direction of the City Manager oversees the functions of the Planning & Development Division, providing executive level leadership including, but not limited to, the administration and supervision as Code Administrator of the applicable City of Brownwood Code of Ordinances, Building and Standards Commission, floodplain management, Planning and Zoning, Zoning Board of Adjustments, Unified Board of Appeals, facility maintenance, right-of-way maintenance, GIS, and all related planning and development functions of the City. Oversees assigned departments by City Manager. Must be willing to adopt and exhibit the City of Brownwood "I SERVE" Core Values.

Typical qualifications include :
Education and experience : Bachelor's degree in Urban / Regional Planning, Public Administration, Civil Engineering, or related field; Master's preferred. Eight (8)+ years progressively responsible experience in municipal planning / development; at least five (5) years supervising professional staff and / or project managers; three (3) plus years' experience in Municipal Government and Code compliance is preferred.
Knowledge, skills, and abilities : Knowledge of comprehensive planning, zoning, subdivision, site design, transportation / utility coordination, and Unified Development Code (UDC). Skill in capital planning alignment and project management to move policies into funded projects and measurable outcomes. Ability to interpret plans, codes, and technical studies and communicate them clearly to boards, City Council, stakeholders, and the public. Demonstrated experience implementing Comprehensive Plans and UDC updates; experience aligning plans to multi-year Capital Improvement Program (CIP) portfolios and delivering projects. Create and align a multi-year Capital Improvement Program (CIP) to adopted master plans.
Supplemental information includes : Ability to communicate with the public and deal effectively with code compliance problems. Ability to research and interpret codes. Ability to comply with Charter requirements and duties outlined in Code of Ordinances. Knowledge of standard office procedures and practices; ability to create letters using acceptable grammar, punctuation and spelling; ability to analyze requests to determine the need of the public for information; ability to be polite to the general public in many situations; ability to research code books and interpret codes properly; some accounting background preferred; requires working experience with personal computer; proficient in computer applications, particularly Microsoft Office Suite.
