Position Overview
The Senior Program Manager will provide executive-level program management leadership and technical oversight in support of the Naval Sea Systems Command (NAVSEA) 09P mission. NAVSEA 09P provides continuous support to the U.S. Navy Warfighter through effective execution of engineering life cycle configuration management (CM) for ship modernization. This role will manage programmatic, technical, and administrative activities across multiple task areas, ensuring alignment with Navy Modernization (NM) objectives and policies.
The Senior Program Manager will oversee delivery of program management and systems engineering / integration support services related to the Navy Data Environment (NDE) and the Navy Modernization Process (NMP). This position requires exceptional leadership, stakeholder engagement, and expertise in DOD / Navy acquisition processes, policy governance, and modernization lifecycle management.
Key Responsibilities
- Provide strategic program management oversight for NAVSEA 09P activities, including modernization process governance, configuration management, and IT systems engineering integration.
- Lead cross-functional teams in the planning, execution, and monitoring of projects supporting the Navy Modernization (NM) mission.
- Manage the lifecycle development, improvement, and sustainment of web-based applications and systems engineering tools (e.g., NDE).
- Apply Earned Value Management (EVM) principles to monitor cost, schedule, and performance metrics.
- Lead process improvement initiatives aligning with ISO 9001 QMS, CMMI Level III, and Engineering Change Management principles.
- Direct personnel management, workforce planning, and task execution across contractor staff supporting NAVSEA 09P.
- Develop and deliver executive-level reports, briefings, and program status updates to government leadership.
- Oversee stakeholder coordination for modernization policy updates, documentation, and quality management framework development.
- Support the development and maintenance of NM policy documentation, including the NMP-MOM, Joint Fleet Maintenance Manual (JFMM), and Technical Specifications.
- Supervise training and support activities for NDE users, including course delivery and help desk management.
- Facilitate and coordinate senior-level (O-6 and Flag) decision board meetings and modernization reviews.
- Monitor AIT (Alteration Installation Team) management audits and ensure compliance with modernization execution standards.
Required Qualifications
Master's degree in Business, Engineering, or related disciplineProject Management Professional (PMP) certification15+ years of experience in program / project managementProven supervisory and personnel management experienceDemonstrated expertise in Earned Value Management (EVM)Working knowledge of ISO 9001 QMS and CMMI Level III principles and practicesStrong background in Engineering Change ManagementProven ability to prepare and deliver executive-level communications and briefingsExperience managing large, complex technical programs within government or defense environmentsPreferred Qualifications
