Under the direction of the Information Technology Specialist 3 (SG-23) within Digital Transformation Office, the Business Systems Analyst 1 (SG-18) will work with the ComX Bot and IVR teams on projects. This position will require a working relationship with other ITS units, vendors, and project staff to implement new and leading technologies in the customer contact realm.
We are looking for a highly organized and detail?oriented Information Business Systems Analyst to join our team. The incumbent will assist in administrative tasks, support multiple teams, and ensure efficient operation of the organization. The role involves analyzing technical environments and supporting the creation of products for NYS agency customers. Candidates should be self?starter, comfortable working independently, and able to handle multiple tasks and assignments simultaneously.
Responsibilities
- Operate as a full?performance analyst, conducting the entire spectrum of business systems analysis activities.
- Translate complex business information into clear technical terms and concepts necessary for system development, focusing on developing system requirements for the future or to?be state of large business analysis engagements or related projects.
- Work closely with program staff and stakeholders to elicit, analyze, communicate, and validate requirements for changes to new or existing information technology (IT) systems and business processes.
- Develop comprehensive documentation such as Business Requirements Documents (BRDs), process flow diagrams, and use cases to manage and define the number and interrelatedness of business flows.
- Continuously learn, analyze, and implement new technologies. Work with multiple new Cloud?based solutions. Support vendor?built solutions using these technologies.
- Interface with customers, agency partner staff, and internal staff in a highly professional manner.
- Have the ability and flexibility to consistently accept change, as well as adapt to new technologies and methods.
- Participate in requirements gathering, system analysis, and environment solutioning with both internal team members and customer teams.
- Define requirements and support system deployments and modifications within Cloud?hosted environments.
- Attend and participate in meetings with internal team staff, vendors, agency customer staff, and vendors.
- Adhere to all training and administration requirements, including invoice reviews, product documentation / creation, and procurement assistance.
- Bring fresh thoughts and ideas to expand current technology solutions.
Preferred Experience
Cloud environments (GCP, AWS).
Minimum Qualifications
The NYS HELPs program does not require an exam for appointment to this role. For the Business Systems Analyst 1 (SG-18) the minimum qualifications are :
A bachelor's degree or higher AND two years of professional business analysis experience as described below.Business analysis experience defined as performing at least three of the following activities :Using business analysis techniques to elicit requirements for the solution to business needs (e.g., workshops, focus groups, interviews).
Using techniques to identify solutions aiming to improve business processes (e.g., data flow diagrams, business process models).Describing in writing what the system must do to satisfy requirements, including documentation (e.g., BRDs, fit?gap analysis).Validating requirements throughout the SDLC.Verifying requirements throughout the SDLC with test plans, scenarios, and reviewing results.Other Qualifications and Eligibility
Applicants must be reachable on the appropriate eligible list for this title, be eligible under program 55 b / c, or be eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law. Candidates may need to serve a 1? or 2?year trainee period that leads to the full SG?18 position.

Salary is non?negotiable. The position may be filled at the trainee level or full performance level with respective salaries listed above. Trainees may be advanced to full performance level after completion.
