JOB SUMMARY

The Engineering Specialist position prepares, under the direction of the engineer of record, plans, proposals and technical drawings of construction projects and conducts reviews of plans prepared by others, and performs related duties as assigned. The Engineering Specialist will perform or verify calculations and conduct, as directed by the Engineering Manager quality assurance reviews during the project delivery process.This position will perform construction documentation audits and prepare a report to the Construction Manager for all projects under contract with Carver County.

The Engineering Specialist will lead the survey crew under the direction of the Assistant County Surveyor during construction and topographic surveys and / or assists the project manager as the resident project representative on bituminous paving, grading and bridge projects and works with other engineering technicians on annual bridge inspections and may perform similar duties as staffing levels dictate. This position will provide assistance to Engineering Technicians and other staff conducting construction inspections on highway construction and maintenance projects.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Works closely with Project Managers, Consultants, the Public and other Public Agencies.
  • Performs various types of surveys, including but not limited to : preliminary, route, topographical, hydraulic and construction using the following or combination thereof : conventional survey equipment, a Total Station-Data Collector, and GPS equipment.
  • Inspects construction projects for compliance with MnDOT and Carver County Specifications for Road and Bridge Construction.
  • Maintains detailed records of the following : pertinent project activities, Contractor daily operations, quantities of material received or used, survey notes, material test results, elevations and / or locations of project installations.
  • Interprets and reviews Plans and Specifications for the Project Manager and clarifies discrepancies or deviations from specified construction procedures when requested.
  • Perform checks of contractor supplied record drawings and prepare or oversee the preparation of record plans for projects not requiring contractor supplied record plans.
  • Provides field measurements of elevations and / or alignments for the Project and verifies accuracy of project installations.
  • Performs laboratory testing on samples of materials used in construction to ensure compliance with Specifications.
  • Monitors training needs for all program delivery personnel and provides or arranges for the appropriate training, including safety training and ensuring staff have the appropriate safety equipment.
  • Prepares, under the direction of the engineer of record, plans, proposals and technical drawings of construction projects using CADD software (AutoCad / Microstation) to applicable design standards.
  • Performs and manages the inspection of in-service bridges on the County and Township Road System and may be a designated MnDOT Bridge Team Leader for the Division.
  • Works with computer related items such as the Internet, Brightwork, Microsoft Office programs, SIMS bridge management software, ESRI GIS software, Cartegraph asset management software. Other software as needed or instructed.
  • Perform or verify calculations and conduct, as directed by the Engineering Program Manager, quality assurance reviews during the project delivery process.
  • Perform construction documentation audits and prepare a report to the Engineering Program Manager for all projects under contract with Carver County.
  • Assist Project Managers with construction related reports on projects.
  • Develop Carver County standard plan sheets and plates.
  • Provide assistance, training, advice and guidance to engineers, technicians and related staff in advanced and complex engineering principles, procedures and practices, accepted industry standards and best management practices.
  • Work with the Public Works Division Director to build and maintain the Public Works team work environment to maintain and build effective working relationships with other public officials, staff and the general public. The employee is responsible for maintaining a safe environment for self and others and is accountable for such as described in the Carver County Personnel Policy. Regular attendance, at team meetings is essential to the maintenance of a smooth and consistent work flow of the employee's responsibilities and the functions of the department as a whole.

ESSENTIAL SKILLS AND KNOWLEDGE

  • Ability to read, analyze and interpret professional journals, design manuals, technical procedures, road and bridge specifications, and governmental regulations. Ability to write reports, business correspondence, and contract related items. Ability to effectively present information and respond to questions from managers, clients, customers and the general public.
  • Ability to work with mathematical concepts such as probability, statistics, fundamentals of plane and solid geometry, algebra and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
  • Works with computer related items such as the Internet, Brightwork, Microsoft Office programs, SIMS bridge management software, ESRI GIS software, Cartegraph asset management software. Other software as needed or instructed.
  • Ability to solve practical problems and deal with a variety of variable situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagrams or schedule forms. Ability to use independent judgment to analyze a variety of changing conditions and then determine the course of action necessary to continue.
  • Must develop and maintain good working relationships with outside contacts including : Contractors, MnDOT personnel, landowners, and the general public. Ability to deal with upset citizens and maintain composure when dealing with hostile individuals.
  • Considerable knowledge of principles and practices of highway engineering, current design methods and practices, hydrology, hydraulics, pavement design, signing and striping layouts, environmental policies, environmental permits and reports, current industry developments, literature and sources of information, pertinent codes, rules and regulations.
  • Knowledge of road and bridge construction and maintenance.
  • Knowledge of project management and organizational principles, methods and procedures. Ability to use project management software, such as RtVision OneOffice, Brightwork and Microsoft Project (or equivalent).
  • Ability to apply engineering knowledge and skill to complex and specific design problems and situations.
  • Ability to communicate technical information in a non-technical manner to other County staff or the general public.
  • Ability to balance project requirements with numerous and often competing needs.
  • Ability to work as part of a project management team to keep a project on budget and schedule and within the approved scope of work within the project charter.
  • MINIMUM QUALIFICATIONS

  • Graduation from an accredited university or college with a bachelor's of science degree in civil engineering and successful completion of the Fundamentals of Engineering (FE) examination administered by NCEES, or the ability to obtain within six (6) months.
  • OR

  • Land Surveying / Civil Engineering AAS Degree or equivalent and six (6) years related and progressive work experience.
  • OR

  • High School Diploma / GED and eight (8) years related and progressive work experience with a highway agency or private consulting firm.
  • Must currently hold, or be able to obtain within 24 months of employment, MnDOT or University of Minnesota Certification in the following areas : Grading and Base I & II, Bituminous Street, Concrete Field I & II, Bituminous Plant I, Concrete Plant I, Signal & Lighting, Traffic Control Supervisor, Erosion / Sediment Control Inspector / Installer, Erosion / Sediment Control Site Management, Erosion / Sediment Control Design of Storm Water Pollution Prevention Plans, Bridge Construction Inspection II and Bridge Safety Inspection II.
  • Valid Class D Driver's License or evidence of mobility.
  • SCORED EXAMINATION PROCESS
