IT Director

The Division of Technology Services (DTS) is seeking to hire a highly motivated individual to oversee application development for the Department of Government Operations.

Preference may be granted to candidates who have knowledge and experience with the Department of Government Operations applications and senior level management experience, managing teams of at least 2 direct reports.

This position is considered the senior manager of the Department of Government Operations IT Team and will help to facilitate the setting of long and short-term strategic directions. The IT Director is responsible for leading the applications teams and responsible for overseeing the planning, developing, executing, monitoring and ensuring successful outcome of some of the most complex, critically important and high cost IT projects within the state.

This position will work closely with Managers and Supervisors of application teams across the department to develop software that meets the needs of the divisions and align with Department of Government Operations and DTS goals, both in terms of functionality and in meeting up-time and performance requirements.

This position will be responsible for developing recommendations to improve system(s) effectiveness, efficiency and compliance with DTS, Department of Government Operations as well as federal policies and objectives; works strategically in identifying potential systems issues; consults with management in both DTS and Department of Government Operations; assists team members with information technology needs in either designing and directing software applications or ensuring a stable and secure environment within the organization's IT infrastructure and the whole of DTS. The IT Director will advise and assist technical staff and business staff to further the successful completion of IT projects and will directly supervise the Lead Managers of the Application and DevOps teams.

This position is currently a hybrid of both in-office (3 days a week in office required) and telework days. The office is located at Taylorsville State Office Building (TSOB) 4315 S 2700 W, Taylorsville, UT. Please note, a position's eligibility for telework is established by agency management and is subject to change at their discretion at any time and for any reason.

Responsibilities

The ideal candidate for this position will have strong analytical abilities coupled with advanced people skills. You should be comfortable diving into large and complex systems and "figuring it out", while at the same time working with a variety of executive level stakeholders. The chosen candidate must be able to handle multiple tasks that are often competing for top priority.

Primary Duties

• Work with business partners to add detail and rigor to initial problem statements and / or requirements.
• Develop and coordinate IT plans and policies.
• Coordinate with business owners to document and understand business direction, requirements and needs.
• Manage assigned personnel resources across multiple projects
• Work with DTS, Department of Government Operations and state purchasing for the contracting of software
• Work with Knowledge Services for the contracting of additional resources
• Review projects to ensure they are meeting business needs and DTS requirements
• Audits and reviews systems and practices to ensure compliance with procedures, regulations and standards
• Monitors system performance to ensure proper operation and identify possible problem areas
• Drives and implements software development life cycle process improvements
• Produce project documentation necessary to manage a portfolio of projects
• Provide direct and indirect management to a team of highly talented developers and systems architects.
• Develop technology road maps for development.
• Assist in the creation of enterprise wide style guides and development standards.
• Occasionally participate with the team in after-hours support.
• Lead workgroups to develop action plans for IT initiatives.
• Work in a matrixed team environment handling tasks from both project and support groups.
