Senior Planner Position
The primary purpose of this position is to serve as a senior planner in providing support advice and assistance to the 305 AMW Commander in planning, execution, program management and provision of staff analysis work related to the development of war, peacetime, and contingency plans and programs. Responsibilities include serving as a specialist in formulating, training, monitoring, and administering 305 AMW Operations Plans. Conducts technical reviews of operational war, special, contingency, and compliance plans received from higher headquarters. Monitors application of published plans. Originates or correlates installation policies and procedures to implement supporting actions; convenes Wing, Joint Base and tenant representatives, assigns planning taskings and establishes suspenses and deadlines. Manages the wing's Tanker Alert program. Manages HHQs and wing taskings affecting the wing's Tanker Alert mission. Ensures command and control relationships and responsibilities concerning programs. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments. Serves as wartime and contingency / emergency planner for wing and installation exercises and activities. Updates, changes, and / or reviews the wing's war and contingency plans. Reviews the installation's war and contingency plans and liaises with installation planning office for updates and changes. Will serve as primary or alternate in one or more of the following roles : Signature Manager Officer (Operation Security (OPSEC), Military Deception (MILDEC)), Anti-Terrorism Officer (ATO), Unit Security Manager (USM), Emergency Preparedness Liaison (EPL), Vehicle Control Officer (VCO), Equipment Custodian / Unit Software License Manager, and Personal Wireless Communication System (PWCS) / Mobile Satellite Services Manager.
Requirements include meeting the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE : Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying and adapting analytical and evaluative methods and techniques and evaluation criteria to issues or studies concerning the efficiency and effectiveness of program operations. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied. Knowledge of joint basing concepts, operations, and requirements and of Army, Navy, Air Force and Marine Corps organizational structures. Knowledge of major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge and skill in management of both rapid-reaction and long-term projects involving local subject matter experts, and functional representatives from multiple higher headquarters and external organizations. Knowledge of military command structure, missions, programs, and organizational relationships plus a thorough knowledge of qualitative and quantitative methods and techniques to develop readiness standards and plans covering unique program functions or missions, resulting in new or substantially altered training or operational missions and programs. Knowledge and skill in dealing with cross-functional teams charged with delivering integrated solutions to a myriad of complicated issues.
Federal Time-in-Grade (TIG) Requirement for General Schedule (GS) Positions : Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE : Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
Knowledge, Skills and Abilities (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas : 1. Knowledge of concepts, methods, policies, planning and procedures applicable to contingency, mobility, and war planning to ensure complete and accurate plans. 2. In-depth knowledge of a variety of qualitative and / or quantitative methods to participate in the assessment and improvement of wing plans and programs for conducting operations such as war, mobilization, deployment, and exercise operations. 3. Comprehensive knowledge of Air Force organizational principles, the organizational structure, function, and mission of 305 AMW, JB MDL, 18 AF, HQ AMC, and of the relationship of the various Joint Base entities involved in overall program planning and execution of military operations and evaluations. 4. Knowledge and skill in the interpretation, application and implementation of DOD, JCS, USA, USN, USMC, USAF, AMC and local instructions, concepts, procedures, guidance and policy, concerning numerous Installation missions, operations and programs. 5. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems / issues of effectiveness and efficiency of work operations. 6. Ability to conduct research, analyze a wide variety of program segments / policies / procedures, evaluate program effectiveness / efficiency, recognize problems / weaknesses / issues / constraints and impacts on other programs, summarize results, make appropriate recommendations / changes and develop short term and long-range plans. Ability to communicate effectively, both orally and in writing, provide accurate and effective summary analysis and briefings / presentations to all management levels.
