The Opportunity

Responsible for organizing and implementing a variety of responsibilities related to the flow of materials, products, services and associated systems information. Manages the performance of logistics functions including system fault analysis, life cycle maintenance and integrated product support (IPS) of major systems. Duties may include managing the control of the flow of goods, services and information between the point of origin through customer placement in order to meet customer requirements as well as ensuring the execution and improvement of standard logistic processes. Plans, schedules, and routes imports and exports, including monitoring the flow of traffic to / from international destinations, ensuring related customer service, brokerage, and customs transaction compliance. Assesses and maintains compliance with federal and foreign regulations governing the shipment, receipt, and documentation of imported / exported products.

Responsibilities

Strategic Procurement Planning :

o Develop and implement strategic procurement plans aligned with organizational goals.

o Collaborate with IT leaders to understand technology needs and requirements.

o Stay informed about industry trends, market conditions, and emerging technologies.

Vendor Sourcing and Management :

o Identify and evaluate potential IT vendors and suppliers.

o Negotiate contracts, service level agreements (SLAs), and pricing terms with vendors.

o Maintain positive relationships with key vendors and monitor vendor performance.

Cost Optimization :

o Analyze and assess costs related to IT procurement activities.

o Implement cost-saving initiatives without compromising quality or service.

o Conduct regular vendor audits to ensure compliance with contractual terms.

Procurement Process Improvement :

o Streamline and optimize the IT procurement process for efficiency and effectiveness.

o Implement best practices in procurement, including the use of procurement tools and technologies.

o Collaborate with cross-functional teams to enhance the overall procurement workflow.

Risk Management :

o Identify and assess risks associated with IT procurement activities.

o Develop risk mitigation strategies and contingency plans.

o Ensure compliance with legal and regulatory requirements in procurement processes.

Contract Administration :

o Draft, review, and manage IT contracts and agreements.

o Ensure that contract terms and conditions are favorable and aligned with organizational needs.

o Work with legal and compliance teams to address contract-related issues.

Qualifications

Required

o BA / BS + 7 years recent specialized or AA / AS + 9 years recent specialized or a major cert + 11 years recent specialized or 13 years of recent specialized experience.

o Current Secret Clearance (no waiver) with the ability to obtain and maintain a TS / SCI clearance

o Proven experience as an IT Procurement Manager or in a similar role.

o In-depth knowledge of IT procurement processes, vendor management, and contract negotiation.

o Strong analytical and negotiation skills.

o Excellent communication and interpersonal skills.

o Familiarity with procurement tools and technologies.

o Knowledge with creating preparing RIP, DD1149, and DD250 forms.

o Relevant certifications (e.g., Certified Professional in Supply Management - CPSM) are a plus.

The proposed salary range for this position is :
