Duties Description The Bureau of System Modernization within the Office of Health Insurance Programs is seeking a qualified Business Systems Analyst 2 (Health). This role will support the planning, coordination, and implementation of data and IT infrastructure as it relates to the AHEAD (Advancing Health Equity through All-Payer Health Equity Approaches and Development) Model - a CMS initiative aimed at transforming health care systems through multi-payer alignment and a Total Cost of Care approach.
This role plays a critical part in bridging programmatic needs with technical solutions. The incumbent will work with data analysts, data engineers, subject matter experts, and external partners to document evolving requirements, support system modernization, and ensure business needs are accurately translated into system functions and data products. The position will support the development and delivery of required data solutions for total cost of care, primary care spend, and quality metric target setting and reporting, and others. The incumbent will be responsible for identifying and developing standard process and procedure changes related to the unit supporting AHEAD model initiatives. The position requires strong skills in business analysis, stakeholder engagement, eliciting and translating business needs, and coordination of system development.
Primary Responsibilities :
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
Non-Competitive Minimum Qualifications :
Either A. a bachelor's or higher degree AND three years of business analysis
1. Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys / questionnaires, JAD Sessions).
2. Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product / service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
3. Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).
4. Validating requirements throughout the product / system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
5. Verifying requirements throughout the product / system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans / scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and / or communicating with stakeholders.""""""""""""""""
Or B. a bachelor's or higher degree AND possession of a Level 2 International Institute of Business Analysis / Certification of Capability in Business Analysis (IIBA / CCBA) Certification

Competitive Minimum Qualifications :
Permanent Transfer : NYS Department of Health employee with permanent or contingent-permanent service as a Business Systems Analyst 2 Health, Grade 23 OR NYS employee with one year or more of permanent or contingent-permanent service in a competitive class title equated to SG-21 or above and eligible for transfer to Business Systems Analyst 2 Health under Section 52.6 of the Civil Service Law.
Provisional Appointment : In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet the non-competitive minimum qualifications as seen above.
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.
