Assistant Deputy Superintendent For Field Examination

The Department of Financial Services is seeking candidates for the position of Assistant Deputy Superintendent for Field Examination in the Mortgage Banking - Real Estate Finance unit. The Assistant Deputy Superintendent will report to the Deputy Superintendent of Mortgage Banking - Real Estate Finance. Duties will include, but not be limited to :
- Supervising in house review function and field examination functions, including overseeing the day-to-day duties and responsibilities of Financial Services Manager I and II, Financial Services Examiners 1-3, and various levels of clerical support staff;
- Consulting with federal and state regulatory agencies EIC and team leaders on joint and concurrent examinations to decide most efficient and productive use of examiners;
- Overseeing, scheduling and implementation of multistate confidentiality protocols;
- Providing guidance to review and field examination staff in solving problems and coping with unusual situations, including compliance with multistate initiatives, resource management and organization of examination reports and workpapers;
- Overseeing subordinate examiners participation in the development of standardized examination protocols;
- Actively participating in development meetings for multistate examination initiatives, assisting in the development of standardized workplans, compliance review modules and training materials;
- Preparing and reviewing consent orders and settlement agreements, including recommending the amount of penalty that the Department should levy;
- Coordinating discussions with senior management of regulated entities on enforcement actions relating to examination findings;
- Coordinating with the Department's executive management team in the final resolution of consent orders and settlement agreements;
- Assuming overall responsibility for a divisions operation in the absence of the Deputy Superintendent;
- Transmitting examination reports to institutions and recommending and justifying formal supervisory action to correct weaknesses and violations cited;
- Coordinating with federal and state regulators on multistate examinations;
- Advising the Superintendent on matters dealing with banking industry and individual institutions;
- Reviewing examination reports for more complex institution and entities designated problem institution based on level of noncompliance, deficiencies, consumer complaints of egregious conduct;
- Resolving regulatory problems arising through the examination process, including meetings with senior management and boards of directors of regulated institutions;
- Analyzing proposals submitted by subordinates and recommending appropriate action to the Deputy Superintendent and executive staff;
- Assisting Deputy Superintendent in developing policies and procedures and introducing changes to laws and regulations;
- Formulating new or revised legislation and regulations;
- Representing the Department at conferences, seminars and trade association meetings.
Preferred Qualifications
At least 7 years of banking experience with strong knowledge of banking policies and procedures and bank examination standards and processes;At least five years of experience supervising a large team of examiners;At least five years regulatory experience supervising large complex institutions, including planning and conducting mandated examinations on an annual basis;Ability to supervise and participate or lead on various projects; andStrong written and oral communication skills.Appointment method :
This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.

Salary : $127,507 - $160,911 (salary commensurate with experience)
Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,000 annual downstate adjustment.
Appointment Status : This is an appointment to a position in the exempt jurisdictional class.
