About the Office of Environmental Health, Landfill Operations Section :

Landfill Operations include operating the City's construction and demolition landfill, industrial landfill, and composting site as well as maintaining the current and past landfills following closure, per State and Federal regulations. These operations provide a means of disposal for City waste, primarily street sweepings, illegal dumping, neighborhood clean ups, construction debris, and grass clippings. The operation of open and closed landfills is key in ensuring Wichita's continued focus on Environmental Health and Safety.

Vision Statement :

Provide environmentally sustainable composting, recycling, and landfill facilities for City and public waste, and manage the long-term closure process of past and current landfill facilities.

This is a working supervisory position which performs a wide variety of duties both administrative and operational to ensure compliance with federal, state, and local environmental and waste management statutes and regulations. Work involves directing the activities of laborers, equipment operators, office staff, and lower-level supervisors in the daily operation and maintenance of the City's active and closed landfill sites. Work involves scheduling, training, advising, inspecting, evaluating, reporting, ordering, permitting, estimating, and monitoring. Technical expertise is required in all areas being supervised and in the proper use, care, and maintenance of tools and equipment.

The position exercises independent decision making in response to situations involving active and closed landfill operations. General direction, strategic goals, maintenance plans, and priorities are established by higher-level supervision.

This position will require working both indoors in an office setting and outdoors in inclement weather including but not limited to, rain, snow, ice, sleet, heat, and humidity and may include snow and ice removal and / or emergency response operations that would include operating equipment and vehicles on overnight shifts, weekends, and in low-light and low-visibility conditions, or other adverse weather conditions.

Examples of Work Performed :

  • Prepare schedules and work assignments for employees.
  • Prepare and issue asbestos disposal authorization permits.
  • Direct the construction and maintenance of the landfill tipping deck.
  • Direct and participates in the maintenance of buildings, equipment, roads, landfill infrastructure, and / or grounds.
  • Ensure compliance with safety, EEO, and other regulations that govern work performed.
  • Completes required daily, weekly, monthly, and annual reports.
  • Recommend policy and procedure improvements.
  • Ensure compliance with all applicable federal, state, county, and local statutes, regulations, and permit requirements.
  • Ensure the Facility Operations Plan and the Stormwater Pollution Prevention Plan remain up to date and are being followed.
  • Ensure that preventive maintenance is performed on varied and complicated equipment.
  • Maintain program and project data files and assist with database management.
  • Maintain the daily activity log.
  • Trains entry-level employees.
  • Supervises other employees having difficult or technical problems.
  • Coordinates work with other divisions as necessary.
  • Investigates complaints and follows through appropriately.
  • Directs the development and administration of safety activities among employees.
  • Monitors work in process, making frequent on-site evaluations.
  • Evaluates employee performance and initiates recommendations for disciplinary action and / or merit recognition.
  • Inspects and documents construction projects.
  • Gather and compile data related to inventory and condition of the active and closed landfills and landfill gas collection systems.
  • Confer with suppliers and purchases materials and supplies.
  • Schedule and monitor service contractors.
  • Communicate with regulatory agencies, to include the Kansas Department of Health and Environment Bureaus of Waste Management and the Sedgwick County Department of Environmental Resources.
  • Make and check engineering computations.
  • Prepares and presents technical reports.
  • Completion of work assignments will require the operation of a vehicle.
  • May be required to assist at the scale house window, weighing vehicles in and out and collecting payment for services rendered.

Requirements of Work :

  • Thorough knowledge of the procedures, tools, equipment, and materials used in landfill operations and maintenance.
  • Ability to learn to use a laptop and PC computer with NeoGov, Yokogawa, GIS, Excel, Word, and WasteWORKS software.
  • Thorough knowledge of the safe use of standard hand and heavy equipment employed in the operation, maintenance, and repair of landfills and landfill systems.
  • Knowledge of the principles and techniques of surveying, especially in determining land elevations
  • Knowledge of the principles and techniques of composting.
  • Knowledge of the principles and techniques of handling friable and non-friable asbestos.
  • Ability to learn how to operate and repair landfill gas systems.
  • Ability to learn to operate the Landtec GEM 2000 and other environmental assessment equipment.
  • Ability to effectively plan, organize, and supervise the work of others.
  • Ability to develop and maintain effective working relationships with associates, employees of other departments and divisions, representatives of other organizations, and the public.
  • Ability to design and implement simple research projects as needed.
  • Ability to learn, comprehend, and apply statutes, regulations, ordinances, and documents governing landfill operations to include K.S.A Chapter 65-Public Health, Article 34-Solid Waste, applicable KDHE technical guidance documents, and the Brooks Landfill Facility Operations Plan.
  • Ability to read and interpret specifications, blueprints, plans, and drawings.
  • Ability to complete assigned OSHA and landfill operations training.
  • May require the ability to complete and earn Manager of Landfill Operations certification.
  • Ability to read and interpret a topographical map.
  • Ability to lean and reach as needed to read and interpret construction plans and specifications from print that may be as large as 36 by 48 inches with information printed as small as twenty characters per inch.
  • May require the ability to learn and utilize different surveying instruments.
  • Willingness and ability to work outdoors in all weather conditions.
  • Ability to maneuver into and / or onto vehicular equipment with two-foot steep first step, and onto frame or fender as required to perform fluid / filter check daily and maintenance every as needed.
  • Ability to maintain balance and physically tolerate operating and riding heavy equipment over rough terrain for long periods of time.
  • Ability to follow simple oral and written instructions.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to instruct and train others.
  • Ability to operate, with training, a two-way radio.
  • Ability to tolerate exposure to airborne environmental nuisances associated with traffic and machine exhaust, open grounds, construction, and composting operations.
  • Ability to tolerate equipment and machinery noise with the use of ear plugs.
  • Ability to lift and carry bulky items weighing up to 90 pounds.
  • Ability to lift and carry up to 150 pounds with the assistance of another.
  • Ability to pull, shove or otherwise maneuver items weighing up to 150 pounds.
  • Ability to perform tasks that require one to push, pull, climb (ladders and in and out of vehicular equipment), bend, twist, reach, stand, and walk on improved or unimproved surfaces (up to a half mile at a time) several times a day.
  • Ability to climb up and down stairs, ladders, and other inclined surfaces.
  • Ability to bend and kneel.
  • Ability to wear safety toed boots and other personal protective equipment as required.
  • Possession of and ability to maintain a valid Kansas driver's license
