The Construction Manager will be responsible for overseeing our Honolulu project while serving as the worksite representative for dealings with subcontractors, suppliers, customers, and government inspectors. The Construction Manager will ensure compliance with all local procedures, regulations, and codes, and will provide progress updates to appropriate management channels on a regular basis.

Summary.
4.1. Synagro operates an anaerobic digestion, centrifuge dewatering, thermal drum drying, and pelletization Facility at the City and County of Honolulu's Sand Island WWTP. The US $174 million Digestion Expansion Project will add two 2.35-million-gallon anaerobic digesters, two 0.54-million-gallon sludge storage tanks, a Digester Control Building, and other enhancements to the Facility. The Project is scheduled to be completed in late 2028.
4.2. The purpose of this role is to deputize for the Synagro off-Island Capital Projects Director on the Digestion Expansion Project starting immediately. The Capital Projects Manager will support the Capital Projects Director in all project management and related activities with a focus on quality, schedule, and cost control.

Functions
6.1. Initiate, plan, execute, monitor and control, and close allocated capital works and capital maintenance projects.
6.2. Provide a daily communications link as required to the Synagro Honolulu Sand Island Thermal Drying Facility Manager, to the Owner's Representative, Engineer, Construction Contractor, Capital Projects Director and others as directed.
6.3. Provide daily, weekly, and monthly written reports as per Synagro procedures and as required.
6.4. Attend and minute daily, weekly, and monthly project meetings as required.
6.5. Monitor and control project scope, schedule, cost, quality, safety and risk as required.
6.6. Monitor and review monthly cost claims and the cost of changes including reviewing claimed remeasurement amounts.
6.7. Maintain project documents and records as per Synagro procedures.
Competencies
Essential
7.1.1. Legally entitled to work in the United States.
7.1.2. Resident within a daily commuting distance of Synagro Sand Island WWTP.
7.1.3. Holds a valid driver's license and has access to a vehicle, holds a valid passport and can legally travel internationally as required.
7.1.4. Holds a bachelor's degree in engineering or equivalent.
7.1.5. Has 10 - 15 years of construction management experience with a construction contractor, engineering consultant and or municipality, or equivalent.
7.1.6. Proficiency with office level computers, and specifically with MICROSOFT Office, Project, SharePoint, and OneDrive, ADOBE Acrobat, and REVU Bluebeam applications.
7.1.7. Proficiency in moving on a construction site, navigating rough, uneven ground, using ladders and access stairs (up to 120' tall), communicating with operatives.
7.1.8. Proficiency in managing construction contractors and engineering consultants.
7.1.9. Proficiency in written and spoken communication in English.
7.1.10. Proficiency in managing bespoke construction, engineering, and operational contracts.
7.1.11. Timeliness in all business matters and has a desire to learn.
7.2. Desirable
7.2.1. Highly desirable : Qualified as a Professional Engineer (PE) in the United States or equivalent and is in good standing with the State Engineering Board or equivalent.
7.2.2. Highly desirable : Holds a Project Management Professional (PMP) designation or equivalent and is registered and in good standing with the Project Management Institute or equivalent.
7.2.3. Proficiency in working within a wastewater and or resource recovery facility.
7.2.4. Proficiency with ORACLE Primavera P6 scheduling application for comparing construction contractor monthly schedules, for reviewing time impact analysis, and for generating high-level summary schedules.
7.2.5. Holds the Association of Asset Management Professionals : Certified Reliability Leader certification or equivalent.
