Position Overview
The Senior Database Architect serves as the technical authority for database design, architecture, and optimization across HRD's enterprise systems - including FPPS, Quicktime, WebTA , and supporting data warehouses.
This role is responsible for designing robust, scalable, and secure database architectures that enable high-performance data access, reporting, and integration across HR and payroll systems supporting hundreds of thousands of federal employees.
The Database Architect applies advanced knowledge of relational and object-oriented database technologies, data modeling, and performance tuning to ensure data integrity, availability, and system efficiency across complex production environments.
Key Responsibilities
Systems and Database Design
- Design and develop enterprise-level database solutions to support HRD applications and data integration initiatives.
- Create logical and physical database models using data normalization and modeling techniques to ensure consistency, scalability, and efficiency.
- Lead design reviews to clarify architectural drivers, performance requirements, and capacity planning considerations.
- Identify reusable components, integration opportunities, and compatibility issues with legacy systems (e.g., Natural / ADABAS mainframe).
- Define database standards, schemas, and indexing strategies to ensure optimal performance and maintainability.
- Evaluate and implement data security and access control mechanisms consistent with DOI cybersecurity policies and federal compliance frameworks (e.g., FISMA, FedRAMP).
Data Warehouse and Data Mining
Design, implement, and maintain data warehouse structures to support high-volume HR and payroll data transactions.Build and optimize ETL processes to efficiently move, cleanse, and transform data across systems and reporting layers.Develop data models, queries, stored procedures, and views to support advanced analytics, business intelligence, and reporting.Conduct performance analysis of queries and system operations to ensure efficient resource utilization and fast data retrieval.Integrate new data systems and services into the IBC warehouse structure while ensuring backward compatibility with existing environments.Collaborate with Business Intelligence Analysts and developers to support data mining, visualization, and decision-support initiatives .
