SPECIFIC RESPONSIBILITIES AND DUTIES
General Safety Oversight
- Identify and mitigate workplace hazards; conduct job hazard analyses and implement controls.
- Monitor effectiveness of safety programs and stop work when risks are unacceptable.
- Ensure compliance with OSHA and company safety standards across all job sites.
Program Implementation & Site Compliance
Develop, enforce, and monitor safety policies, procedures, and emergency response plans.Maintain and inspect safety equipment to ensure availability and functionality.Conduct regular site inspections and ensure proper PPE usage.TSMC-Specific Safety Management
Enforce TSMC’s Safety and Health Management Blue Book procedures across MornstAir scopes.Manage permit-to-work systems, including Hot Work, Confined Space, and Work at Height.Lead 6S compliance efforts : inspections, corrective actions, visual management, and audit prep.Serve as liaison for TSMC safety communications, incident reporting, and emergency drills.Training & Communication
Deliver all required safety training, toolbox talks, and onboarding sessions.Bridge language gaps between English-speaking leadership and Mandarin-speaking crews.Coach staff on safety best practices and compliance requirements.Incident Response & Documentation
Lead incident investigations and root cause analyses.Prepare safety reports in accordance with TSMC standards and escalate issues as required.Maintain OSHA logs, safety records, and compliance documentation.Subcontractor & Access Control
Ensure subcontractor compliance with site access, PPE, and behavior standards.Oversee adherence to TSMC security protocols : badge use, parking, and equipment access.REQUIRED SKILLS AND QUALIFICATIONS
OSHA 30, OSHA 500, and OSHA 510 certifications.4–5 years of proven experience working as an EHS or Safety Leader.Proficiency in both Mandarin and English, with strong written and verbal communication skills in both languages.Strong knowledge of OSHA regulations and other relevant safety standards.Excellent leadership, problem-solving, and critical-thinking skills.Proven ability to work independently and collaboratively in a fast-paced environment.PREFERRED SKILLS AND QUALIFICATIONS
Associate degree in Occupational Health and Safety, Construction Management, or a related field.5–7 years of experience in a safety role within the construction or semiconductor industry.Certified First Aid / CPR Trainer.The standard work schedule is Monday through Friday, from 7 : 00 AM to 4 : 00 PM, including a one-hour lunch break each day.
