Sr Manager Compliance Support And Training

The Sr Manager Compliance Support and Training is a member of the global donor compliance support team with a focus on providing training and capacity strengthening support for award management including donor requirements and regulation to ensure CARE is successfully managing restricted donor awards. The Manager plays a significant role in developing capacity support, training and advisory services to country and program teams for effective and compliant management of donor funded restricted grants and contracts. The position will collaborate with Atlanta-based units, Regional and Country Office management units, Shared Services Center and other members of the Award Management Solutions (AMS) team. The Manager will report into the Director Compliance Support. The Manager's roles and responsibilities are to :

1) Provide guidance, advice and interpretation on restricted donor requirements including USG rules and regulations , and other institutional donors. Support COs, RMU, SSC, HQ technical units to engage with donor representatives and CARE International members to resolve award compliance issues.

2) In collaboration with International Program Operations, provide technical and compliance support to CARE program and country office stafffor awards and grants management within a project cycle framework including : design, / preaward, award negotiations and set up, start-up management, implementation monitoring and award close out.

3) Assess and work to strengthen systems, processes and capacity of the organization (COs, RMU, SSC, HQ technical units) for management of restricted awards (both grants and contracts).

4) Provide training and capacity building to CARE and partner staff on restricted donor regulations and requirements and provide orientation to project management teams regarding donor specific rules and regulations.

5) Provide training of facilitators using both on line and in person interactive training methodologies and adult learning principles.

6) Advise and support the partner funding agreement life cycle (including IPIA's with non-CARE USA COs) under restricted awards.

7) Collaborate with the AMS Donor Compliance Assurance, Regional AMS staff and Finance Business Partnering teams to identify donor compliance risks and issues, and provide training, capacity strengthening and regulatory advise on risk mitigation solutions.

8) Collaborate with SSC on design of compliance milestones and support capacity development of SSC staff in order to monitor and award commitments and transactions for allowable costs and compliant processes.

9) Support and implement training of CARE partners and partner management staff to undertake compliance partner funding agreement management aligned with project cycle management.

10) Lead and maintain Awards Management Training Package including training topic content and materials (slides, case studies, interactive exercises, etc) , and related facilitation guides for priority award management topics

Guidance on donor rules and regulations :

• Provide guidance and advice on donor rules and regulations throughout the organization (COs, RMU, SSC, HQ technical units ) and engage with the donor representatives to resolve issues.
• Interpret and provide compliance solutions to USG rules and regulations to include but not limited to : Uniform Guidance (2CFR200), USAID Standard Provisions, Cooperative Agreement provisions and contract terms & conditions, Federal Acquisition Regulations (FAR) and USAID supplemental acquisition regulations (AIDAR).
• Support country offices and HQ technical units in engagement with non USG restricted donor representatives or prime recipients on compliance issues and prior approvals (eg other national government donor agencies, international and regional development banks, foundations, etc).
• Advise International Funding and Strategy Unit (IFS) and other Business Development Units on donor rules and regulations and other restricted donor questions that arise during the pre-award phase and support partner due diligence process and go / no go process for new proposals. in line with donor requirements.
• Work with country offices and technical HQ units and CI members to support their negotiations with the donor or prime on award provisions (or terms & conditions)
