Responsibilities :

• The Alternate / Deputy Program Manager / Technical Lead shall be responsible for all work performed under this statement of work during any period when the Program Manager (PM) is unavailable.
• The Alternate / Deputy Program Manager / Technical Lead shall be a single point of contact for the Contracting Officer and the COR during any period when the Program Manager (PM) is unavailable.
• Provides relevant technical area lead and program management support during any period when the Program Manager (PM) is unavailable.
• When the PM is unavailable, the Alternate / Deputy PM leads team on projects of various layers of complexity; creates solutions involving or affecting financial, scheduling, methodology, tools; prepares long and short-range plans for application selection, systems development, processes, procedures and production methods.
• When the PM is unavailable, the Alternate / Deputy PM creates, manages, and monitors associated support services necessary for programs and projects.
• When the PM is unavailable, the Alternate / Deputy PM works with government staff (i.e., contracting officer, COR, etc.) to establish and implement program goals and provide key performance metrics to establish a strategic baseline.
• When the PM is unavailable, the Alternate / Deputy PM creates and maintains a detailed work plan to include specific tasks, assignments, task dependencies, milestones, and schedule for all tasks.
• When the PM is unavailable, the Alternate / Deputy PM builds and maintains qualified, full-time staff and a pipeline of surge staff according to customer and mission priorities.
• When the PM is unavailable, the Alternate / Deputy PM maintains awareness of emerging capabilities and technologies in area of expertise.
• When the PM is unavailable, the Alternate / Deputy PM acts as a bridge for the complex gap between the non-technical functions of management and the technical requirements of work area mission and its personnel.
