Overview

The City of Paso Robles is accepting applications for the Wastewater Collections Maintenance Specialist I / II in the Utilities Department. This position plays a vital role in protecting public health and the environment by performing semi-skilled work in the installation, monitoring, maintenance, repair, and operation of the City\'s wastewater collections system (consisting of 126 miles of sewers and 13 sewage lift stations).   • Wastewater Collections Maintenance Specialist I : $26.56 - $33.71 per hour | $55,239.86 - $70,107.18 annually
  • Wastewater Collections Maintenance Specialist II : $30.51 - $38.71 per hour | $63,451.70 - $80,525.64 annually

The Organization

The City of Paso Robles was incorporated in 1889 as a general law city and operates under the Council-Manager form of government. As of January 1, 2025, the population is approximately 31,061. The City provides a wide range of essential public services and is governed by a five-member City Council (Mayor elected at large and four Councilmembers elected by district). The City Manager serves as the Chief Executive Officer and appoints non-elected employees, with the exception of the City Attorney.

The City operates with a total annual budget of $145.7 million for fiscal year 2025-26 and employs 314.44 full-time equivalent positions across multiple departments including Utilities.

Responsibilities

  • Maintain, repair, and operate all aspects of the wastewater collection system, including sewer mains, lift stations, and telemetry systems
  • Operate a variety of collection system maintenance equipment and tools, including hand and power tools, heavy equipment, video inspection systems, and monitoring devices
  • Install, repair, and clean wastewater lines using high-pressure trucks and other equipment
  • Perform trench excavation and shoring of City streets and easements
  • Operate a television camera within wastewater lines to identify obstructions for removal
  • Respond to wastewater-related emergencies such as overflows, blockages, and lift station failures
  • Establish a safe work area and coordinate activities with employees and the public to ensure safety
  • Assess situations, determine appropriate actions, and perform repairs or coordinate equipment, staff, or contractors as needed
  • Observe system flow and dynamics; inspect and report conditions and make recommendations
  • Recommend replacement or adjustment of specialized equipment and instruments (e.g., pressure transducers, pump controllers, telemetry equipment, recorders, gauges, meters)
  • Maintain computerized and manual records related to service and repair work; track, report, interpret information and adjust maintenance schedules
  • Note : Must be available for regular standby assignments and work emergency overtime as required per the SEIU memorandum of understanding.

    Individuals in this position are currently assigned a 9 / 80 work schedule. Within a two-week timeframe they work Monday through Friday one week and Monday through Thursday the next, providing every other Friday off. Other schedules may be considered based on operational demands.

    Knowledge of

  • Techniques, materials, tools, and equipment used in construction, inspection, maintenance and / or repair of sewers and lift stations
  • Hazards and safety practices, codes, regulations, policies and procedures related to wastewater collection systems
  • Operation and maintenance of hand and power tools, vehicles, and power equipment
  • Safety procedures for utility and public works projects, including trenching, confined spaces, and hazardous conditions
  • Safety equipment and practices, including electrical safety and chemical handling
  • Advanced techniques and instruments used to inspect, troubleshoot, and maintain collection systems
  • Ability

  • Operate various collection system maintenance equipment and tools including heavy equipment and specialized trucks
  • Conduct confined space entries and wear respiratory protection
  • Locate underground utilities using blueprints and USA regulations
  • Perform heavy labor in hazardous conditions
  • Work independently with sound judgment
  • Interact with the public in a courteous manner and investigate complaints
  • Establish and maintain effective working relationships
  • Maintain logs and basic records; communicate clearly in writing and orally
  • Read and interpret plans, specifications, and maps; perform basic math
  • Plan and conduct traffic control at work sites
  • Education and Experience

    Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying. A typical path would be :

  • Wastewater Collections Maintenance Specialist I : One year of construction, maintenance, or repair experience related to the assigned work
  • Wastewater Collections Maintenance Specialist II : Three years of semi-skilled construction, maintenance, or repair experience related to the work assigned
  • Licenses and Certifications

    Requires a valid California Class C motor vehicle license and a satisfactory driving record. The following are required within one year of appointment :

  • Wastewater Collections Maintenance Specialist I : Grade I Wastewater Collection Systems Maintenance certificate or ability to obtain
  • Wastewater Collections Maintenance Specialist II : Grade II Wastewater Collection Systems Maintenance certificate and Class B license with appropriate endorsements or ability to obtain

    Distinguishing Characteristics

    Maintenance Specialist I is the entry level in this class series, initially under close supervision and progressively taking on more independent work. Maintenance Specialist II is the experienced journey level with broader responsibilities.

    Advancement Criteria

    A Maintenance Specialist I may advance to Maintenance Specialist II after a minimum of 6 months satisfactory performance at the current wage step. Certification or license requirements must be met within one year of appointment to progress.

    Other Requirements

    Must possess the strength and stamina for heavy physical work, operate tools and equipment, lift up to 60 pounds unassisted (and heavier with proper equipment), and read printed materials and a computer screen. May be required to wear protective breathing apparatus. Willing to work outdoors in all weather and hazardous conditions.
