General Description

King William County is seeking an experienced and visionary Community Development Director to lead the Countys planning zoning and development initiatives. This position plays a key role in shaping the Countys growth and ensuring a well-planned sustainable future for our community. The Director collaborates closely with the County Administrator to establish strategic priorities implement departmental policies and drive continuous improvement across all operations of Community Development Department. Reports to the County Administrator.

The ideal candidate will be a dynamic and collaborative leader with a deep understanding of planning principles community development and public administration. They will bring proven experience in managing complex projects interpreting and applying zoning and land use regulations and fostering constructive relationships with the public elected officials and development professionals.

Essential Functions

Strategic Leadership : Partner with the County Administrator to develop and implement departmental goals objectives policies and procedures that promote organizational effectiveness and align with the Countys vision.

Department Oversight : Lead and manage all Community Development functions including long-range planning housing programs development review zoning code enforcement building inspections and permit processing.

Staff Management : Oversee departmental staffing training and performance evaluation; foster a culture of professionalism accountability and continuous learning.

Development Planning & Compliance : Direct the maintenance and implementation of County development plans; ensure consistent application and enforcement of zoning ordinances building codes and development regulations.

Public Engagement : Oversee the preparation and publication of notices reports and public communications related to rezoning conditional use permits and other land use matters; serve as a key resource for developers landowners and residents providing guidance and resolving complex issues.

Technical Review : Review and evaluate engineering architectural and technical documents for site plans and land use proposals; conduct site inspections to ensure compliance and quality standards.

Research & Analysis : Conduct research on community development land use and zoning issues; analyze demographic environmental and economic data to support informed decision-making.

Intergovernmental Relations : Collaborate with government agencies regional organizations and community stakeholders to coordinate development efforts and ensure adherence to applicable laws and regulations.

Advisory Role : Advise County officials on planning zoning and community development matters; provide expert analysis and recommendations for strategic and policy decisions.

Legal & Regulatory Support : Support County attorneys in development-related cases and code enforcement litigation including providing documentation and expert testimony as needed.

Fiscal Management : Prepare manage and monitor the departmental budget ensuring responsible financial stewardship.

Other Duties : Perform other related duties as assigned in support of County goals and initiatives.

Planning Principles : Comprehensive understanding of land use planning zoning community design and sustainable growth practices.

Zoning Land Use and Building Codes : Detailed knowledge of federal state and local regulations governing zoning permitting and construction standards.

Community and Economic Development : Understanding of programs and strategies that promote affordable housing infrastructure development and economic growth.

Public Administration & Local Government Operations : Knowledge of governmental structures legislative processes and administrative procedures.

Budgeting &Financial Management : Proficiency in developing administering and monitoring departmental budgets and financial plans.

Research & Data Analysis : Ability to interpret demographic environmental and economic data to support planning and policy decisions.

Legal & Regulatory Frameworks : Knowledge of state planning statutes zoning ordinances and land use laws applicable to development decisions.

Public Engagement & Communication : Understanding of effective strategies for community outreach stakeholder engagement and public meeting facilitation.

Intergovernmental Coordination : Ability to work effectively with state regional and federal agencies and community partners on planning initiatives.

Technical Proficiency : Competent in using GIS permitting and planning software applications for analysis reporting and decision support.

Develop and Implement Policies : Capacity to create and apply procedures that improve efficiency and advance community development goals.

Provide Expert Guidance and Recommendations : Ability to advise County officials and stakeholders on planning and zoning matters with professionalism and accuracy.

Build and Maintain Community Trust : Ability to engage residents developers and agencies through transparent respectful communication.

Represent the County Professionally : Ability to serve as a knowledgeable and credible spokesperson in meetings hearings and public forums.

Adapt to Changing Priorities : Capacity to remain flexible and effective in response to emerging community needs or regulatory updates.

Exercise Sound Judgment and Integrity : Ability to make fair ethical and informed decisions in the best interest of the County and its residents.

Education Training and Experience

Bachelors degree in urban planning and development community environment and planning economic development or a related field; four (4) years of directly related work experience supplemented by experience in local government including two (2) years in a supervisory preferred or any equivalent combination of experience and training which provides the required knowledge skills and abilities.

Other Position Requirements :

Must possess and maintain Virginia Drivers License as occasional job-related driving of personal vehicle and / or County vehicle is required.

Board of Zoning Appeal and Planning Commission certifications preferred.

American Institute of Certified Planners (AICP) designation preferred.

Current VA certification as a Combined Erosion and Sediment Control Administrator preferred.

Current VA certification as a Zoning Official / Zoning Administrator preferred.

Current certification as a Floodplain Manager (CFM) preferred.

EMPLOYEE UTILIZATION IN ADVERSE WEATHER AND EMERGENCY CONDITIONS

All King William County employees are subject to being assigned to specific positions and tasks during a Declared Emergency as support personnel by the County Administrator. Once assigned this would be the same as a regular work assignment and all policies and procedures for duty assignments apply.
