Location : Remote – Indianapolis, IN. Must be located near a major airport.
Travel Requirements : 50% domestic travel; relocation may be considered for long-term project needs.

Job Summary
The Owner's Representative is responsible for managing projects in the Mission Critical sector. This position will act as the owner's liaison with multiple general contractors, design teams, engineers, site staff and transition groups from project initiation to project completion.
This position oversees all aspects of a construction project on behalf of an owner or developer, including :
Assisting with permitting processesEvaluating bid proposalsDeveloping a construction master plan and scheduleConducting site inspectionsFacilitating communicationMonitoring safety practicesEnsuring compliance with owner requirements, laws, and specifications
The Owner's Representative will receive limited direction on day-to-day work and general instruction on new projects, tasks or assignments. Will execute and assist team leadership on projects, tasks or assignments of complex scope. Will work independently or under limited supervision.
DLB is dedicated to fostering long-term careers. Our typical project schedule includes 12 to 18 months on site, beginning with pre-construction activities during the bidding and contract award phases. After completing one or more projects, employees are reassigned to new opportunities—ideally located as close as possible to their home base, depending on individual preferences and availability.
The Owner's Representative will communicate and operate in line with organizational and client goals and values, as well as departmental objectives.
Essential Functions
Manage all Elements of the Project Lifecycle
- Oversee all phases of the project lifecycle, from planning through closeout
- Forecast and coordinate resources and materials effectively
- Assist in developing RFPs, evaluating bids, selecting contractors, and negotiating contracts
- Ensure smooth pre-construction activities, including RFIs, schedules, and submittals
- Manage site progress from groundbreaking to completion, including inspections, punch lists, and Certificate of Occupancy
- Monitor and coordinate commissioning activities and project closeout
Monitor and Control Project Financials
Ensure project completion within budget and on scheduleIdentify and mitigate project risks to control deviations in cost and timelinesAssist in developing cost schedules and progress billingManage change orders and pay application processes.Stakeholder and Client Management
Serve as the primary contact for the offsite owner, maintaining long-term client relationshipsEnsure client satisfaction through active, transparent communicationProvide direction to internal and external project teams.Continuous Improvement and Development of Staff and Processes
Mentor associates and other staff members to create a learning and growing environmentProvide input on lower-level employee's performance and make recommendations on level changes-based on performance, knowledge and skill setContribute to organizational training and standards developmentAdministrative
Provide daily digital reporting via narrative and photographic documentationAssist in project contract administrationManage personal and project hours using company toolsCreate / complete departmental reportsCompletion of Assigned Tasks and Deliverables on Time and on Budget

B.A. / B.S. degree in engineering, construction or related disciplineOR
Two years of additional experience working as an Owner's Representative in mission critical, pharmaceutical, healthcare, power facilities or similar technical construction environment in lieu of degreePLUS
