Job Description

This is a rare opportunity for a senior executive to leave his or her imprint on a public interest program that would make a huge positive impact on the world. You will help Peaceful Governance Institute (PGI) to establish new models of peacebuilding and governance strengthening better matched for the 21st century. The Program Director leads the design and implementation of all programs and services, monitors achievement of program goals, and supervises employees and fellows. This position reports to the Executive Director. He or she establishes and maintains partnerships with third party entities. In any event that the Executive Director cannot perform his duties, the Program Director may serve as acting Executive Director.

The Program Director serves on a five-year renewable term for a maximum of three consecutive terms. He or she may be employed for up to 15 years.

Work performance is 100% remote. However, in-person meetings will be required as needed, providing at least two weeks prior notice. All of the executive officers will meet at least three times per year to discuss strategy, budgeting, performance, and sensitive matters. Applicants will be considered from all states, but the selected person must be able to travel to Washington, DC for the meetings.

Summary of Duties and Responsibilities

  • 17.5% Management and direction of the Peacekeeping Intervention Program
  • 17.5% Management and direction of the Truth and Reconciliation Program
  • 17.5% Management and direction of the Conflict Mediation Certification Program
  • 15.0% Management and direction of the Governance Development Program
  • 7.5% Management and direction of the IT Modernization Program
  • 25.0% Administrative tasks involving all the programs

Job Requirements

  • Leadership role in designing, implementing, and evaluating all programs with substantial input from the Executive Director
  • Balance workload of all programs with the Executive Director in a manner that allows each executive officer to implement activities in his or her assigned specialty area and geographic region
  • Establish a professional training program with a high-quality curriculum, regularly scheduled classes, and continuous enrollment
  • Review and report on performance indicators (operational goals) every quarter and every year, and make any recommendations for improvement
  • Write and edit program reports and other written products
  • Hire, supervise, and mentor employees and fellows
  • Co-supervise volunteers to ensure volunteers understand the organizations programs
  • Oversee management of program participants according to an established program handbook, and respond to any complaints submitted by participants
  • Manage and coordinate foreign and domestic travel arrangements
  • Establish and maintain partnerships with foreign and domestic organizations
  • Evaluate groups, organizations, and vendors for potential partnerships in a thorough vetting process to ensure funds cannot be diverted into the wrong hands or for non-charitable purposes
  • Oversee all phases of procurement to manage contracts as needed to achieve program objectives and to support programs
  • Backstop the Executive Director in general administration and Board-related activities
  • Collaborate with other executive officers and the Board on strategic planning and budget planning, and provide ongoing review and updates on the execution of the strategic plan and the annual budget
  • Cooperate as part of an editorial review team to review and approve written products submitted by internal and external authors for publication
  • Develop and revise policies in collaboration with other executive officers and the Board
  • Develop and revise standard operating procedures and technical guidelines in collaboration with other executive officers
  • Travel throughout the U.S. and abroad, 35% to 50% of the time (Certain destinations may be hardship locations with few to no amenities)
  • Job Qualifications

  • This position requires a background check to verify no criminal convictions and no violent acts committed within the past five years
  • Citizenship requirement : U.S. citizen or national (dual citizenship may be considered)
  • Age requirement : 35 years old or older
  • Masters degree in international relations, political science, social psychology, social work, conflict resolution, or related field
  • Bachelor of Arts degree in international relations, political science, economics, sociology, or related field
  • 10 years or more of professional, technical experience in social work, community development, or international development
  • 3 years or more of experience in conflict resolution, either as a practitioner or as an instructor
  • 2 years or more of supervisory experience (emphasis on mentoring staff and remote supervision across multiple time zones)
  • Experience or demonstrated knowledge in applying performance management methods and techniques to measure results and impacts of social programs
  • Experience or demonstrated knowledge in budget planning and execution with particular focus on allocating costs across different programs
  • Understanding of national security with particular focus on economic security
  • Understanding of international terrorism, domestic terrorism, and political violence
  • Knowledge of the cultural traditions, political histories, and government agencies of various countries in either Latin America or Eurasia-Russia
  • Spanish or Russian fluency is an advantage but not mandatory
  • Strong writing and editing skills to produce detailed technical materials (guidelines, manuals, and handbooks, etc.)
  • Strong oral communication skills, preferably in public speaking

    All applications will be evaluated based on the following criteria. Candidates who achieve a score of at least 80 points will advance to the final round for hiring.

    15 Points : Educational Background

    30 Points : Professional Experience

    20 Points : Demonstration of Remaining Qualifications

    10 Points : Demonstration of Character Standards (1 point for each standard)

    10 Points : Command of Written Communications

    10 Points : Command of Oral Communications

    5 Points : Organization and Presentation of the Employment Application
