Position Summary :
The Williamsport City Treasurer is a full-time position and is responsible for the collection of City and school real estate, business privilege, mercantile, amusement, and local services taxes. This is a split-duty position. The successful candidate will be both the Treasurer and the Tax Collector. The successful candidate will also manage all aspects of the treasurer and the tax office, spending roughly 50% of their time on each position of Treasurer and Tax Collector.
This position also shares accounting and fiduciary responsibility with the Finance and Controller's Offices.
Essential Functions :
- Supervise office staff and oversee the daily workflow of the department.
- Manage office budget and procedures.
- Record and verify accounts receivable.
- Record accounts payable.
- Manage and oversee bank accounts.
- Perform daily banking.
- Oversee and collect City and school real estate taxes, City business privilege taxes, mercantile, local services taxes, and amusement / admission taxes.
- Perform general office management and City financial duties.
- Perform other related duties as assigned.
Requirements of the Position per 3rd Class City Ordinance and Code :
Must have been a resident of the City of Williamsport for the last 12 months and remain a resident throughout employment as Treasurer.Must be at least 21 years of age.Possess the ability to be insured and bonded as required by the 3rd Class City Code.Must be competent in accounting processes.Other Desired Requirements, Skills, and Abilities :
Strong customer service skills.Understanding of office skills and etiquette.Proficient-to-strong computer skills and willingness and ability to learn new software systems.Familiar with the Microsoft Office suite.Strong comprehension of math and financial systems. Basic accounting knowledge,Strong written and verbal communication skills.Supervisory skills.Able to prepare and present verbal and written reports clearly and concisely.Able to work independently to process and prepare reports and financial records.Able to develop, maintain, and organize documentation files.Able to establish and maintain effective working relationships with employees, City officials, other government agencies, and the public.Valid driver's license and vehicle to travel to and from banks and other City offices as necessary.Preferred Education and Experience :
College degree or work experience in the area of business, finance, accounting.Physical Requirements :
Must be able to sit at a desk for prolong periods of time using a PC work station, approximately 6-7 hours per day.Must be able to use a telephone and e-mail to communicate.Must be able to bend, stoop, squat, kneel, reach above shoulder level, and twist body periodically throughout the day.Must possess sight / hearing senses so that the requirements of the position can be fully met.Ability to utilize hands for repetitive actions.Able to work in a constant state of alertness and safe manner.Reasonable accommodations may be made to achieve essential functions of this position.Department : Treasurer's Office

Note : Public interviews will be held, and the City Council will appoint a Treasurer to fill the position for the remainder of the elected term, ending December 2027.The incumbent will have the opportunity to run for the seat during the next election cycle; subsequent terms will be four-year elected terms, beginning January 2028 - January 2032.
