Job description

Overview

IT Project Manager Healthcare Systems (Epic) County of San Mateo. This is a limited term, at-will position within the Information Services Department.

This role focuses on managing complex County-wide and interdepartmental information services projects, with emphasis on Electronic Health Record System (EPIC) user requirements specification, full cycle implementation and enhancements, and related IT infrastructure projects. The ideal candidate will have a solid foundation in project management, contract administration, and knowledge of healthcare-related IT systems and regulations.

Base pay range

$149,177.60 / yr - $186,451.20 / yr

Responsibilities

  • Plan, coordinate, and manage a variety of complex information services projects through their full life cycle, including requirements gathering, feasibility analysis, scope development, budgeting, design, testing, and implementation.
  • Administer professional services contracts; oversee vendor work and ensure contract requirements are met.
  • Lead project teams, provide direction to staff on a project basis, and train lower-level staff as needed.
  • Manage electronic health record system EPIC user requirements specification, full cycle implementation, and enhancements.
  • Coordinate installation or upgrade of IT infrastructure networks arising from an expanded user base; provide end-user support for EPIC and related systems.
  • Develop and maintain project documents, risk matrices, budgets, schedules, and status reports; track expenditures and ensure alignment with contractual obligations.
  • Serve as liaison among application support, systems, data, and other ISD staff; coordinate activities with end users and outside vendors.
  • Plan and conduct training sessions; prepare training materials, user guides, and reference documentation.
  • Stay informed about technology trends and vendor solutions; evaluate and implement improvements to operations and systems.
  • Perform other duties as assigned and ensure high levels of customer service and stakeholder communication.

Qualifications

Education and Experience

Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field, and four (4) years of progressively responsible experience in IT / systems project management, including infrastructure or application implementation and integration projects. Additional related experience may substitute for education on a year-for-year basis, up to four (4) years.

Licenses and Certifications

  • Possession of a valid Project Management Professional (PMP), Program Management Professional (PgMP), or equivalent certification.
  • Some positions may require possession of, or ability to obtain, a valid California Driver's License.
  • Some positions may require possession of, or ability to obtain, industry-recognized IT certifications.
  • Knowledge of

  • EPIC EHR user requirements specification, full cycle implementation and enhancements; installation of new IT infrastructure networks for additional users; end-user support.
  • Principles and practices of project management; evaluating technology, applications, and viable solutions.
  • Recent management of applications upgrades (IBM WebMethods), Identity and Access Management, and IT infrastructure network projects.
  • Advanced computer systems management, data management theory, contract administration, and related regulatory knowledge.
  • Federal, State, and local laws, regulations, and procedures relevant to information services projects.
  • Skills and Abilities

  • Manage software development and upgrades, especially IBM WebMethods and IAM projects; coordinate complex multi-project portfolios.
  • Conduct complex research, evaluate alternatives, and prepare technical staff reports.
  • Plan, coordinate, and manage applications development, enhancement, and maintenance projects.
  • Handle multiple projects simultaneously; analyze requirements; design and implement efficient systems and processes.
  • Communicate effectively with vendors, staff, and stakeholders; provide clear program documentation and user procedures.
  • Establish and maintain relationships across departments; work with steering committees to resolve ambiguity with data-driven decisions.
  • Physical Demands and Environment

  • Mobility to work in an office setting; ability to visit County sites; ability to lift up to 50 pounds with proper equipment; standard office equipment operation.
  • Office environment with moderate temperature; no direct exposure to hazardous substances; occasional interaction with upset staff.
