The State of New Hampshire, Department of Safety, Division of Administration, has a full-time vacancy for Division Finance Specialist. This position is not eligible for remote work.
Summary :
The Division Finance Specialist reports directly to the Bureau of Financial Management and Planning Bureau Chief and will be responsible for analyzing and reporting on financial performance and trends; assisting with procurement solicitation and contract development; developing, modifying, and implementing financial policies and procedures; monitoring revenues and appropriations and preparing forecasts; developing financial models for budgeting and forecasting.

Minimum Qualifications :
Education / Experience : Bachelor's degree and 6 years of experience OR equivalent combination of 10 years of education and experience after completion of high school. Education and experience must be in accounting, finance, or business management with experience in budget development and financial planning. License / Certification : Valid drivers license or access to transportation Other Requirements : Must pass a fingerprint-based criminal background check and motor vehicle record check. Trainee Option : Candidates with an equivalent combination of 9+ years of relevant education and experience after completion of high school may be considered and hired in 'trainee status' for this position.
Responsibilities :
Evaluates, audits, and monitors assigned Divisional accounts to ensure compliance with financial operations in accordance with state and federal statutes, regulations, and accounting standards. Evaluates and administers the preparation of financial and other reports regarding financial management, and budget administration trends. Assists with procurement solicitations and contract development for assigned Divisional needs, while ensuring accurate financial information as it impacts the Division budget. Furthermore, recommends approval to the Bureau Chief for all purchases, lease agreements, construction projects and other financial transactions as directed and required. Analyzes assigned Divisions operations, trends, costs, revenues, financial commitments, and obligations to project future revenues and expenses and makes recommendations to management relating to account status and interpretative financial reports. Conducts monthly financial and operations reviews and provides analysis on variance to budgets, to include analysis of positions and projected salaries and benefits. Advises and confers with division directors and administrators on the development, reconciliation and submission of the biennial budget components, financial requirements, and implementing fiscal procedures to ensure compliance. Provides solutions or guidance to budget related inquires. Researches, analyzes and develops contracts, grants, Governor and Council submittals, order requests and other expenditures and ensures sufficient funding and corresponding state appropriation. Testify before the Governor and Executive Council and Joint Legislative Fiscal Committee and testify at legislative hearings as needed in the best interest of the Department and the State. Examines and evaluates financial and information systems, reconcile any applicable sub-systems to the States ERP system, recommending controls to ensure system reliability and data integrity. Researches and utilizes statistical reporting to analyze and monitor fiscal operations, establish internal controls, and recommend procedures and / or changes to processes to increase efficiencies and reduce areas of risk. Analyzes, reviews and processes grant reimbursement requests to ensure expenses are eligible under the grant guidance and to communicate with municipalities proper filing procedures and / or discrepancies. Cross-trains with other divisional finance specialists acquire division specific knowledge bases to build the skills of the entire department, thus allowing all finance specialist to support each other establishing a cohesive and collaborative unit.
