APD-Procurement Consultant Business Analyst

We are currently seeking an APD-Procurement Consultant Business Analyst to join our team in Little Rock, Arkansas (US-AR), United States (US).
The successful candidate will join a collaborative team providing Business Operations Support (BOS) for a state Medicaid Program. Under the direction of the team manager, they will actively contribute to the execution of tasks, activities, and deliverables that support the program's operational goals. This role involves working closely with the client to develop Advanced Planning Documents (APDs) for federal funding, Requests for Proposals (RFPs), contract amendments, and business requirements for a wide range of software systems and services that support the Medicaid Program. The ideal candidate will have a comprehensive understanding of administration, management, and the full lifecycle of RFP and APD processes, procedures, and best practices. Preference will be given to candidates with experience in State Government APD and RFP processes, as well as a demonstrated ability to lead teams and manage projects effectively.
Job Responsibilities Include :
- Interface with state business users and vendors
- Manage, coordinate, and write APDs and RFPs, including planning, implementation, operational, as needed, and annual APDs; development, maintenance, tracking, and financial reporting of APD activities; collaboration with client project teams to understand APD requirements, especially for as needed APDs; engagement with CMS State Representatives to foster collaborative relationships
- Manage client relationships and expectations, including daily interaction with key client leadership
- Develop client deliverables aligned with project requirements and company documentation standards
- Provide strategic recommendations to clients on critical business and project decisions
- Ensure adherence to all project-defined processes and methodologies
- Participate in meetings and communicate accurate project status, risks, and issues to the Client Partner and Client
- Attend project and stakeholder meetings as needed
- Develop and submit required reports to the client and federal government
Required Qualifications :
Minimum of 6 years' experience as a business analyst with, or consultant to, State Health Programs (e.g., Medicaid)Minimum of 3 years' experience supporting large, complex Medicaid system implementation projects and / or Medicaid business operationsMinimum of 3 years' experience with elicitation and verification of business requirementsMinimum of 3 years' experience in APD development, federal grant or funding requests, management, or status reporting with a state or federal agencyMinimum of 3 years' direct experience drafting and finalizing public sector procurement documents such as Requests for Proposals (RFPs), Requests for Information (RFIs), Invitations for Bid (IFBs), Master Services Agreements (MSAs), Task Orders (TOs)Minimum of 2 years' experience facilitating work groups and requirements-gathering sessions contributing to procurement documents (e.g., RFPs, ITBs, RFIs)Undergraduate degree or 4 additional years of relevant experienceStrong customer service attitudePreferred Skills :
Understanding of State Medicaid Manual and 45 CFR 430, 610, 611, 612, State Medicaid Director's Letters, and APD Submission RequirementsThree or more years' experience working collaboratively with CMS State Representative or equivalent federal agencyUnderstanding of Medicaid Management Information System (MMIS) APD development and maintenance processesPrior experience with Advance Planning Documents (APDs)Understanding of State procurement processesAbility to communicate succinctly and accurately in written and verbal EnglishExperience and skill in the development and maintenance of Microsoft Project schedulesAbility to review deliverables and processes for quality and completenessPMI Certified Associate in Project Management (CAPM) or Project Management Professional (PMP)Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this remote role is $79,920- $145,000. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate's actual work location, relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and / or company performance.
