A Project Manager III will manage the replacement of the current Program Integrity Case Tracker (PICT) system, the legacy case management system for the Medicaid Program Integrity (MPI), Chief Counsel Division, Surveillance Utilization Review (SUR) Acute Care Surveillance (ACS), and Targeted Queries teams (collectively known henceforth as "OIG Programs"), with a modern solution that supports enhanced functionality, improved operational efficiency, and the flexibility to incorporate future enhancements. This position implements standard project management industry practices for Agile Teams and understands the PMI framework as well as how to establish a project organization and methodology within Agile (Scrum) organizations. This role understands business and technical objectives of a project and works closely with multiple key project stakeholders. Communicates to clients and IT teams.

Responsibilities
Overseeing design and development work by the team, coordinating duties and responsibilities.
Transferring working knowledge to current staff
Manage the project with feature-driven Agile methodology, overseeing, and tracking development progress, and ensuring project assignments and progress align with project timelines.
Developing and managing project plans, including maintenance and monitoring of integrated project timelines. Ensuring that the project plan maintains tasks, schedules, and status updates as well as disseminating information to team members.
Creates project charters, work plans, and other related project artifacts, as necessary. Provides technical support both during work hours and on-call, as necessary.
Be able to comprehend and communicate complex technical designs and implementations as well as complex business processes.
Develops and creates presentations as required to leadership and oversight entities.
Serves in an analyst capacity as required.
Document risks, issues, and contingency plans; ensuring resolution of issues and removal of project barriers
Provide weekly status updates (written and verbal) and conducting regular project team status meetings
Oversee the development of SDLC artifacts, ensuring business requirements are translated into technical specifications, guiding, and facilitating the SDLC process
Develops and maintains solid relationships with project sponsors and stakeholders.
Planning and managing efficient project meetings and documenting key decisions.
Designing strategies to mitigate or avoid identified project risks and difficulties.
Provides technical support both during work hours and on-call, as necessary. Sometimes on-call support may be required depending on the project phase.
Qualifications
Certification in Project Management by a recognized project management organization, proof required.
8 years' experience in project management of large-scale Enterprise Implementations including system integration, resource management, procurement transition and vendor management.
8 years' experience with State of Texas or Similar Federal / State Project Management
8 years' experience with development.
8 years' experience with identifying problems, evaluate alternatives, and implement effective solutions; to develop and evaluate policies and procedures; to prepare reports.
Demonstrated ability to meet tight deadlines.
Experience with Medicaid business operations.
Experience overseeing the planning and execution of major projects, including facilitation and documentation of high-level critical path dependencies across multiple projects.
Successful experience leading meetings and facilitating discussions between multiple stakeholder groups, including vendors.
Ability to establish project goals and objectives that support the state and HHS strategic plans as well as federal directives.
Proven ability to work successfully with technical and non-technical groups and manage multiple responsibilities.
Must be able to pass a background check. May require additional background checks as required by projects and / or clients at any time during employment.

Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.
Preferred Qualifications
5+ years of experience with State of Texas Agencies Project Delivery Framework.
3 years' experience as a Scrum Master
3+ years of progressive broad-based information systems, system integration and project delivery experience. Experience working with external vendors and / or Quality Assurance efforts.
2 years' experience with Salesforce
1 years' experience in State Procurement and Contracting experience.
1 years' experience with Jira
