General Statement of Job

The purpose of this position is to perform technical working inspecting building constructions for compliance with Florida Building Code, under general supervision of the Chief Building Official, or their designee. Employees in this classification are responsible for interpreting and enforcing Federal, State, and Local codes, ordinances and regulations related to either the electrical, mechanical, plumbing, and structural discipline. The position is responsible for performing field inspections of work in progress or completed work, issue notices of violations for non-conformance, and re-inspects when deficiencies are corrected. Performs other duties as assigned.
Essential Functions

The following knowledge, skills, and abilities, as outlined herein, are intended to be representative of the type of tasks performed within this position. They are not listed in any order of importance. Other duties may be required and assigned.

Inspects buildings in the process of construction, alteration or repair for compliance with applicable City, County, and State code requirements.

Ensures that materials are installed and that buildings are built in substantial compliance with approved plans and specifications.

Makes inspections on existing building for hazardous conditions; where it is determined that hazardous conditions exist, issues appropriate notices and follows up to insure that the conditions are abated in accordance with the applicable codes and regulations.

Makes final inspections; issues warning and stop-work orders as necessary where construction is not being made in compliance with regulations as to methods and/or materials.

Testifies in court on code violation cases.

Answers telephone inquiries from the public regarding codes and ordinances.

Answers questions from citizens, contractors, and builders.

Prepares reports and maintains records of work performed.

Investigates complaints and takes appropriate action; follows up on same; provides updates to the Chief Building Official or designee.

Assists in the review and evaluation of building plans for compliance with all applicable codes.

Performs other duties as assigned.
Minimum and Preferred Qualifications

  • High school diploma or equivalent; AND
  • Three (3) years of experience in the related discipline (electrical/mechanical/plumbing/structural); AND
  • State of Florida certification or registration as a contractor; AND
  • Valid Standard Inspector Certification in appropriate discipline (electrical/mechanical/plumbing/ structural); AND
  • Certification by the Broward County Board of Rules and Appeals as requested by the State of Florida Certification by the State or Florida Building Code Administrators and Inspectors Board, within one (1) year of hire; AND
  • Valid State of Florida driver license.

Applicant Screening

Additional Requirements/Environmental Factors

Driving Requirements: The ability to drive and operate a personal or City vehicle intermittently throughout the work day or work week.

Physical Requirements: The ability to exert heavy physical effort in very heavy work, which may involve some combination of climbing, balancing, stooping, kneeling, crouching, crawling, and/or lifting, carrying, pushing, and/or pulling of objects and materials in excess of 50 pounds.

Motor Coordination: The ability to coordinate eyes, hands, and feet to utilize and operate office tools, equipment, and machinery; and to handle, sort, and organize documentation.

Sensory Requirements: The ability to perceive and differentiate audio and/or visual cues or signals; and to perceive and differentiate depths, and/or textures.

Form/Spatial Aptitude: The ability to inspect items for proper length, width, and shape; and to visually read various information.

Color Discrimination: The ability to differentiate between colors or shades of color.

Communication: The ability to effectively communicate with City employees, stakeholders, and the general public verbally and/or in writing as needed to exchange information, coordinate work activities, and resolve matters.

Functional Reasoning: The ability to apply principles of rational systems, such as motivation, incentive, and leadership; to interpret instructions furnished in written, oral diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives

Situational Reasoning: The ability to exercise the judgment, decisiveness, and creativity required in situations involving the evaluation of information against sensory, judgmental, measurable, verifiable, or subjective criteria.

Data Conception: The ability to coordinate, manage, strategize, and or correlate data and/or information; and to exercise discretion in determining actual or probable consequences, and in identifying solutions or alternatives.
