Overview
Stampede Ventures, Inc., a wholly owned subsidiary of Bering Straits Native Corporation (BSNC), is seeking a Construction Senior Operations Manager to support and develop construction work in Alaska and the Pacific NW. Primarily responsible for the daily management, supervision, coordination and successful completion of construction projects to meet cost objectives with respect to contracting, scheduling, estimating, purchasing and bidding of all major projects. This is a technical position requiring a degree in engineering or a similar degree pertaining to large construction management projects. This position requires an independent thinker that is self-motivated and able to develop construction work in Alaska and the Pacific NW.
Essential Duties & Responsibilities
- Establishes and maintains key relationships with Federal Government customers. Identifies target requirements for construction work. Develops the proposals, pricing, work plan and technical requirements to bid and secure awards.
- Identifies and hires key personnel and field staff to execute the work in the field and manages that staff actively.
- Identifies and develops key subcontractors and vendors with the necessary qualifications to execute contracts successfully.
- Implements office policies and establishes standards and procedures; measures results against standards; makes necessary adjustments.
- Establishes team atmosphere through leadership and employee development.
- Manages engineering team activities.
- Monitors quality control, safety, and efficiency for projects.
- Reviews documents to address technical issues.
- Occasional travel to jobsites, customer offices, and out of state meetings as required.
- Reviews and incorporates historical data from purchase orders, bid tabulations, subcontracts, productivity analysis reports, job costs system, etc. into unit cost, man-hour, and crew production figures.
- Interacts with clients, internal teams, and subcontractors to provide reports and ensure quality deliverables.
- Performs or coordinates detailed quantity takeoffs, assembles direct cost estimates and analyzes alternate methods / resources to determine and improve cost effectiveness.
- Tracks awarded contracts with EACs as required through review of cost reports and discussions with project and construction management. Understands and manages contract P&L.

Qualifications – Experience, Education And Certification

10+ years of experience in program or managing multiple construction projects.BS in Engineering, Management or Economic Development.Experience with OSHA and other regulatory requirements and industry standards.Experience identifying, hiring, directing, training, and motivating field personnel.Experience in a strong business, construction management, and delivery methodologies background.Must be able to obtain military base passes and operate motor vehicles on federal facilities.Must be able to obtain a clearance as required depending on contract requirements.Ten years' experience managing federal contracts, especially DoD, with technical writing expertise and ability to work with a proposal team as SME on environmental work.Demonstrates effective interpersonal, oral and written communication, and time management skills.Analytical with attention to detail, task-oriented, self-motivated, able to multitask, work under pressure, meet deadlines and work as a team member.Knowledge, Skills, Abilities, and Other Characteristics
