Director, Contracts (Precision Strike and Defensive Systems Group)
AV is seeking a Director, Contracts to become a part of a diverse corporate contracts team supporting AV. The Director, Contracts will lead the Precision Strike and Defensive Systems Group, which encompasses multiple Business Units and provide support through every aspect of the contract lifecycle and act as a valued team member to program management, business development and leaders across AV.
This position will be embedded in a mission focused operations group and responsible for supporting business development and program teams in proposal activity, as well as providing contract management and administrative support for multiple commercial / non-commercial, prime contracts / subcontracts within various Business Units. The Director, Contracts must be a team player with the ability to thrive in a cross-functional organization and manage multiple priorities in a fast paced, dynamic environment. Essential Functions
The Director, Contracts responsibilities include :
- Provide strategic direction, leadership guidance, and functional expertise to a team of contracts professionals while escalating up high-level issues and keeping Contracts leadership informed. Act as a lead for conflict resolution of contract issues, while mentoring and training team members for similar results
- Perform contract management and administrative duties throughout the contract lifecycle including, but not limited to, proposal review and preparation, leading pre and post award negotiations, executing contract modifications, initiating contract close-outs and providing overall program support for complex, multi-year contracts
- Lead contract negotiations with a variety of customers, mainly DoD and various Industry partners
- Manage and mentor other Contracts Professionals and advise Program Managers and Business Leaders
- Responsible for ensuring that agreements / terms and conditions comply with all applicable regulations and requirements, while also adhering to company policies
- Advise and provide guidance to leadership on contractual rights, obligations and provide contract interpretation of terms and conditions, while providing risk mitigation strategies
- Proactively engage with program teams and customers to ensure that programs are executing contract requirements, managing scope, and mitigating risks throughout contract execution
- Ensure that terms and conditions comply with all contract requirements, internal policies and all Federal, State and applicable laws
- Demonstrated ability to work effectively with stakeholders across the organization, including regular senior management level briefings on key issues
Qualifications
Basic Qualifications (Required Skills and Experience)
Bachelor's degree (Business Administration, Finance, Supply Chain, or related field) is required or equivalent combination of education, training and experience in contract management in the DoD / Intelligence community. Advanced degrees may offset the amount of direct relevant experience required.Minimum of 10 years of directly relevant experienceSecret or higher Security clearanceSignificant senior level experience in directly related DoD / Federal prime government contract administration / management, including background working full spectrum of contract typesMajority of career spent in Aerospace & Defense Contracts organizationAn ability to translate between business and technical risk and communicate clearly to leadership30% travel required to AV or Customer facilities (depending on location if remote)Proven Contract Drafting and Negotiation skillsProficient use of Microsoft Office products (Word, Excel, PowerPoint, Access, Project, Outlook)FAR / DFAR knowledge; OTA knowledge, working knowledge of US Government acquisition laws and regulationsBroad experience with a variety of contract types : firm fixed price, cost-type, commercial / non-commercial, production, development, license, non-disclosure and teaming agreementsVast experience in both commercial contracting, development, pre-production and production product linesOther Qualifications and Desired Competencies
