Senior Realty Specialist
This position is located at the Real Estate Division, US Army Corps of Engineers, Portland District in Portland, Oregon. Serves as the Senior Realty Specialist and Technical Team Leader of the Real Estate Division's Management and Disposal Section within the Real Estate Division, responsible for a full range of real estate matters.
Responsibilities :
- Provide technical leadership and guidance to team members as senior Realty Specialist and team lead.
- Communicate and integrate organizational mission, vision, values, and goals into team strategies, objectives, and work products.
- Assist Branch / Division Chiefs in balancing workload and tasks amongst employees, monitoring work progress, analyzing personnel management, and managing complex realty actions.
- Guide junior specialists in negotiation and preparation of leases, easements, licenses, permits, and related support documents; reviews out-grant actions for quality completeness and compliance with standards and clearances.
- Coordinate with District personnel on master plans, land use studies, SOPs, concession plans, and related program documents
- Review and assemble supporting data for out-grant instruments (drawings, maps, legal descriptions, appraisals, etc.).
- Develop specifications and recommendations for out-grants, prepares bid invitations, and negotiates when acceptable proposals are not received.
- Investigate and process real estate claims, encroachments, and trespasses; recommends settlements and actions for eviction, rent collection, or damages.
- Coordinate with Federal, State, local agencies, corporations, and community groups on real estate management, inspection, and disposal activities.
- Manage compliance inspection schedules, ensures timely renewals, reviews inspection reports, and recommends corrective action
- Maintain liaison with external officials on land and water management for recreation, wildlife, and forest management.
- Assist Branch / Division Chiefs with the preparation of in-leasing and planning and acquisition action documents, as required.
- Conduct personally or provide expert guidance to junior realty specialists on the negotiation and preparation of transfers, report to excess, special legislation disposals, exchanges, sales, or the return of withdrawn lands and facilities.
- Monitor, provide guidance, and review all real property accountability documents.
- Ensure junior realty specialists and real property accountability officers capture and report real property in accordance with rules, regulations, policies, etc.
- Use best records management practices and provide guidance to junior realty specialists; respond to inquiries, data calls, and audits; and monitor databases, financial management systems, and any other systems required to conduct business.
- Personally serve on Project Delivery Teams as a technical member or provide guidance to junior realty specialists on real estate requirements in terms of schedules, resource requirements, real estate interests, and financial costs.

GS-12 Qualifications :
Specialized Experience : One year of specialized experience which includes : 1) experience conducting investigations and resolving real estate claims; 2) Experience negotiating and preparing real estate instruments such as leases, easements, licenses, permits, etc.; AND 3) Experience providing technical leadership and guidance to realty specialists or staff. This definition of specialized experience is typical of work performed at the next lower grade / level position in the federal service (GS-11). Time in Grade Requirement at the GS-12 : Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
