Role and Responsibilities In this pivotal role, you will lead CITI's State and Local - Sales and Business Development effort, primarily focusing on identifying, pursuing, and developing new business opportunities within the State & local. Your responsibilities will encompass expanding CITI s customer base while executing marketing programs to exceed assigned bookings and revenue targets. Identify Opportunities : Conduct comprehensive research and analysis to identify and qualify new business opportunities within the state and local government sectors for IT services and solutions. Relationship Management : Build and maintain strong relationships with key decision-makers, procurement officers, and stakeholders within government agencies to understand their needs and position CITI’s services effectively. Business Development Strategy : Develop and implement strategic business development plans, including identifying pipeline opportunities, preparing proposals, and leading responses to RFPs, RFIs, and IDIQs. Sales & Negotiation : Lead all stages of the sales cycle, from lead generation to contract closure. Demonstrate exceptional negotiation and persuasion skills to communicate the value of CITI’s IT and staff augmentation services and secure new contracts. Market Engagement & Networking : Attend industry conferences, state vendor events and agency events, government networking events to promote CITI’s capabilities.Build relationships with potential clients, partners, and decision-makers across multiple agencies. Leverage professional networks and associations to identify and pursue new business opportunities. Agency Funding & Budget Insight : Research and understand agency budgets, funding cycles, and upcoming procurement plans to strategically align CITI’s business pursuits with available opportunities. Client Retention & Expansion : Work to expand relationships with existing clients by identifying opportunities for additional services and ensuring ongoing customer satisfaction. Travel : Travel as required to meet with clients, attend conferences, and represent CITI at industry and government events. Minimum Qualification Minimum 10 -15 years of experience in business development or sales, with a focus on state and local government IT services. In-depth knowledge of federal, state, and local government procurement processes, contracting vehicles, and regulations. Proven ability to build and maintain relationships with procurement officers and senior government officials. Demonstrated success in meeting or exceeding sales targets, winning IT services and staff augmentation contracts, and driving business growth. Strong understanding of government budgets, funding allocations, and fiscal year cycles. Excellent communication, presentation, and negotiation skills with the ability to convey complex solutions clearly. Ability to develop and execute strategic sales and business development plans aligned with organizational goals. Collaborative mindset and ability to work across teams to achieve business objectives. Willingness to travel for meetings, conferences, and client engagements.
