Job Title
This position evaluates proposed solicitations for inclusion goal-setting, reviews bids and proposals for attainment of applicable inclusion goals, monitors contracts for compliance, and evaluates certification applications for the City's small, local, minority, and women business enterprise programs. Additional duties include the administration of wage enforcement, equal employment opportunity legislation, and investigation of underpayment of wages.
Minimum Qualifications (KSAs)
Knowledge of business English, computer software, purchasing laws, contract forms, statistical methods, local, state, and federal legislation, and equal employment opportunity. Skill to operate a personal computer, calculator, and other office equipment. Ability to prioritize work, present arguments, communicate clearly, make decisions, apply criteria, interpret laws, review documents, conduct interviews, and maintain confidentiality.
Required Education and Experience
Each applicant must have a Bachelor's Degree from an accredited university or college in business administration, public administration, accounting, economics, mathematics, construction management, or a related field. In addition, each applicant must have one year of experience performing work related to monitoring contracts, small, local, minority, and women business enterprise requirements, equal employment opportunity regulations, or other compliance-related experience. A Master's Degree or Juris Doctorate may substitute for the required year of experience. Must have a valid driver's license. Must be an excellent communicator, team builder, and pass a background investigation.
Working and Physical Conditions
Indoor and outdoor environments with possible exposure to extremes in weather conditions; exposure to office computer screens. Duties require maintaining physical condition necessary for sitting, standing, and walking for prolonged periods of time; general manual dexterity; must be able to operate assigned vehicle.
