Duties Description
Under the general direction of the Director of the Office of Resilience, Utility Security, Nuclear Affairs, and Emergency Preparedness (OREP), the Deputy Director of OREP will be responsible for duties which include, but are not limited to :
- Managing and supervising staff responsible for oversight of New York State utilities' preparation for and response to emergency events that impact utility service to customers.
- Overseeing the development and execution of the Department's Emergency Plan, Continuity of Operations Plan, and Emergency Management Operations Protocol.
- Coordinating Department staff in responding to emergency events, including field deployment, NYS Emergency Operations Center activations, radiological emergencies, and utility security incidents.
- Investigating and developing recommendations related to utility performance during emergency and security events, including utility adherence to Public Service Commission (Commission) approved regulations and Emergency Response Plans.
- Overseeing and / or preparing testimony and testifying as necessary at hearings before the Commission, other agencies, the State Legislature, and federal agencies.
- Reviewing and providing testimony for proposed utility projects and programs related to resilience and reliability, information technology, and cyber and physical security. This includes the review of rate case budget requests.
- Coordinating with other Local, State, and Federal entities including the Nuclear Regulatory Commission, Cybersecurity and Infrastructure Security Agency (CISA), NYS Office of Emergency Management, the North American Electric Reliability Corporation (NERC) and Federal Energy Regulatory Commission (FERC); and the Division of Homeland Security and Emergency Services during emergency events.
- Advising the Chair, Commissioners, and Department Executive Staff concerning utility physical and cyber security, nuclear, resilience, and emergency preparedness issues.
- Establishing policies and procedures for security during Commission session and other public meetings involving DPS Staff.
- Overseeing the completion of security and threat awareness briefings and training to government officials.
- Providing technical assistance and support to other offices and the Department.
- Assisting the Director with the coordination of work within OREP and with other offices in the Department.
- Making assignments to staff and providing the tools, resources, and guidance to enable staff to perform at a high level, ensuring quality control, and ensuring Office policies and procedures are followed.
- Assisting the Director with the daily leadership and management of OREP and development of staff, including developing recommendations for additional staffing needs and succession planning.
Minimum Qualifications
Bachelor's Degree or higher in Criminal Justice, Critical Infrastructure Protection, Homeland Security, Cyber Security, Engineering, or Emergency Management and nine years of relevant progressively responsible professional experience, in one or more of the following : the regulation of the electric, gas, or water industry; law enforcement; emergency management; security control; or surveillance and threat and vulnerability assessments. This experience must include at least four years in a managerial capacity. Preferred qualifications include strong oral and written communication skills; exceptional analytical skills; experience in project management; and proficient at leading teams and committees.
