Position Summary
P17 Solutions has an immediate need for a full-time Business Analyst located at the William J. Hughes Technical Center for Advanced Aerospace. The BA will provide critical financial, strategic, and operational support to the FAA's Terminal Flight Data Manager (TFDM) program. This role requires a balance of analytical expertise, leadership skills, and communication acumen to drive efficient budget planning, resource allocation, compliance, and program success. The Business Analyst will serve as a trusted advisor to leadership, guiding decision-making through data-driven analysis, while also supporting public relations and stakeholder engagement efforts to ensure program visibility and success.
Key Responsibilities
Develop, implement, and manage a comprehensive spend plan budget, ensuring accurate allocation and tracking for each program team.
Provide guidance to managers on available funding sources and optimal allocation to maximize operational effectiveness.
Facilitate compliance with budget management best practices, FAA requirements, and federal financial standards.
Analyze budget requirements, forecast costs and incorporate growth projections.
Develop and submit two-year budget projections for review and approval by the FAA Operations Review Board (ORB).
Process PR requests justifying additional funding requirements.
Manage PR requests to ensure timely funding of contracts, proactively preventing stop-work orders and delays.
Prepare and submit documentation supporting PRs, funding increases, emergency requests, and resource augmentation.
Monitor contract burn rates in collaboration with CORs and team managers, delivering actionable insights for effective utilization and future forecasting.
Partner with the Fund Certifier to maintain detailed, transparent, and accurate budget sheets across all object codes.
Conduct data calls related to spend plans, budget reductions, and cost-saving opportunities, implementing adjustments to ensure fiscal responsibility.
Run and analyze financial reports from PRISM, DELPHI, SPIRE, and OBWAN, producing data-driven presentations to aid executive decision-making.
Serve as a financial and operational advisor to program leadership, offering insights on long-term resource planning and risk management.
Drive continuous improvement initiatives to strengthen budget processes, reporting accuracy, and operational efficiency.
Lead cross-team collaboration to ensure alignment of financial planning with overall TFDM program objectives.
Mentor and guide managers and team leads in budget literacy, ensuring alignment with FAA standards and programmatic goals.
Anticipate financial risks and recommend proactive mitigation strategies.
Support program leadership with strategic messaging, briefing materials, and stakeholder presentations to effectively communicate budget needs and program impact.
Develop clear, compelling narratives that tie budget requests to mission objectives and operational outcomes.
Represent the TFDM program in financial and programmatic discussions, ensuring accurate communication of requirements and accomplishments.
Collaborate with FAA stakeholders, contractors, and internal teams to foster strong relationships and build confidence in TFDM program operations.
Qualifications
Bachelor's degree in Business, Finance, Accounting, Public Administration, or related field (Master's preferred).
5+ years of progressive experience in financial analysis, business analysis, or program management (federal contracting or FAA experience strongly preferred).
Demonstrated experience with budget development, spend plan management, and financial forecasting in a government or large program environment.
Strong understanding of federal budget systems and processes (experience with DELPHI, PRISM, SPIRE, OBWAN preferred).
Exceptional strategic thinking and problem-solving abilities, with a track record of guiding leadership decision-making.
Excellent written and verbal communication skills, with the ability to prepare persuasive funding justifications and executive-level presentations.
Strong leadership skills with proven ability to mentor managers and lead cross-functional initiatives.
Proficiency in Microsoft Excel, PowerPoint, and financial management systems.
