JOB ANNOUNCEMENT— Statewide Housing Specialist Liaison
The New York Association on Independent Living (NYAIL) is seeking a Statewide Housing Specialist Liaison to assist in managing the Olmstead Housing Program (OHS) and Rapid Transition Housing Program (RTHP). The housing programs are designed to provide rental subsidies and supportive housing services to high-cost, high-need Medicaid members in New York State. The housing programs are funded by the NYS Department of Health. NYAIL administers the grant and subcontracts with its member Independent Living Centers (ILCs) across the state to staff Housing Specialists.
NYAIL is a state-wide, non-profit organization, working with Independent Living Centers across the State to eliminate physical, communications, attitudinal and other barriers for people with disabilities. NYAIL members are Independent Living Centers (ILCs), consumer controlled, cross-disability providers of advocacy, services and supports to people with disabilities.
Responsibilities :
The Statewide Housing Specialist Liaison will be someone who thrives in a responsive and mission-driven setting, where priorities continuously evolve to meet the needs of the ILCs, Housing Specialists and grant funders. The Statewide Housing Liaison will report to the Assistant / Director of Housing Programs and will work collaboratively with the Assistant / Director and the Housing Program Specialist to facilitate the successful transition of individuals into community settings within the state. The Statewide Housing Specialist Liaison will be responsible for coordinating activities of the Housing Specialists at subcontracting Independent Living Centers (ILCs) in the identified service areas. Responsibilities include, but are not limited to :
- Work collaboratively with NYAIL's housing team on the development, evaluation, and ongoing supervision of these subsidy
- Provide programmatic training and technical assistance on an ongoing basis to housing specialists in assigned areas.
- Provide support to Housing Specialists in meeting program outcomes and compliance standards.
- Collaborate with Housing Specialists to identify and address barriers to eligibility, housing, and housing retention by providing technical guidance and direction to advance cases.
- Monitor caseload progress and ensure timely movement from referral to lease-up and stabilization.
- Coordinate with other program staff to ensure participant needs are met across service domains.
- Development and implementation of a plan to identify, verify, enroll, and document eligible participants.
- Develop and evaluate reports to meet work plan objectives including but not limited to trends in housing, referral sources, and track discharges to provide feedback to Directors.
- Complete quarterly audits to identify areas of training, quality assurance needs and accuracy within
- Provide technical assistance and support to housing specialists throughout the state through technical assistance
- Work collaboratively with NYAIL's Director of Housing Programs, Assistant Director of Housing Programs, Statewide Housing Specialist Liaisons, Support Services Coordinators, the Housing Program Specialist, NYAIL subcontractors and the
Department of Health to oversee the process of providing rental subsidies and processing timely and accurate rental payments for eligible participants.

NYAIL offers a competitive salary and generous benefits package. The salary estimate for this position is in the $50,000- $55,000 range.
This is a grant funded position through October 31, 2029, with possibility for extension contingent on additional state funding.
Location and Travel :
This is an Albany-based position with remote work available. Regional and statewide travel required.
