PenFed is hiring a (Hybrid) IA QA Governance and Operations Lead at our Tysons, Virginia location. The primary purpose of this job is to ensure the Internal Audit (IA) function operates effectively, maintains conformance with the Institute of Internal Auditors (IIA) professional standards, and delivers high quality reporting to stakeholders. The role will lead the Internal Audit Quality Assurance and Improvement Program (QAIP) including IA Methodology oversight, preparation of governance reporting materials and IA operational support activities including systems, procedures and process support. The role will partner with IA leadership and staff to drive consistency, transparency and continuous improvement and will lead and drive initiatives across these areas. The successful candidate will be proactive and possess strong organizational skills, collaboration skills, agility, attention to detail, and the ability to communicate, both orally and in writing, with senior stakeholders.

Quality Assurance

Lead and support the maintenance of the overall Quality Assurance & Improvement program and approach. This includes Identifying opportunities for improvement in audit execution and reporting quality, support implementation of best practices.

Effectively execute Internal Audit quality assurance reviews, including planning and scoping the reviews, evaluating adherence to professional standard and department procedures, documenting testing results with clear and insightful analysis, and effective communication of findings to IA leadership

Oversee the development, documentation, and maintenance of Internal Audit methodology and procedures.

Identify opportunities for improvement in audit execution and reporting quality, support implementation of best practices.

Track and report on QA results and remediation actions to drive continuous improvement.

Governance Reporting

Prepare, review, and coordinate materials and presentations to senior management and PenFed governance bodies, including the Board, board committees, and the Supervisory Committee.

Develop clear, accurate, and insightful reporting on Internal Audit's activities, outcomes, and key performance metrics.

Ensure governance reporting meets high standards of clarity, accuracy, and alignment with Internal Audit reporting and messaging.

Lead governance activities in adherence to auditing standards and best practices, coordinating with senior leadership to support effective and efficient internal auditing operations. This includes maintenance of IA Charters.

Operations & Support

Oversee maintenance and administration of Internal Audit's workpaper systems, templates, and department data management protocols.

Support ad hoc projects, process improvements, and initiatives that enhance Internal Audit's operational effectiveness.

Act as a central point of coordination for Internal Audit operations, ensuring consistency and efficiency across the function.

Support the development and maintenance of IA's Strategy, IA Annual Planning process and annual plan development

Prepare key performance metrics on IA operations and track achievements, challenges and opportunities

Execute resource management governance process to monitor employee and contractor performance against established project milestones and resource budgets.

Maintain and update departmental policies, procedures, and guidelines, ensuring alignment with regulatory requirements, internal auditing standards, organizational policies and industry best practices.

Manage and maintain central audit documentation and records, ensuring accuracy, confidentiality, and compliance with record retention policies and internal auditing standards.

Coordinate with external auditors and regulatory bodies, facilitating audit requests and ensuring timely provision of required information, including preparation of department's monthly NCUA regulatory response.

Facilitate the recruitment, training, and development of internal audit staff, fostering a culture of professionalism and continuous improvement.

Stay updated on industry trends, standards, best practices, and regulatory changes related to administrative functions in the internal audit domain.

Qualifications

Equivalent combination of education and experience is considered.

Bachelor's degree in business administration, finance, or a related field.

Minimum eight (8) years of experience in an internal audit function of a banking or financial institution, or a related administrative or chief of staff role.

Strong knowledge of internal auditing standards and regulatory requirements.

Previous experience with a Governance, Risk, Controls (GRC) platform is preferred; experience with Archer desirable but not required.

Proficient in using productivity tools and software (e.g., Microsoft Office Suite, project management software).

Excellent organizational and time management skills, with the ability to prioritize and multitask effectively.

Attention to detail and a commitment to maintaining confidentiality and data integrity.

Strong interpersonal and communication skills, with the ability to collaborate and build relationships with stakeholders at all levels.

Ability to work independently while collaborating effectively across teams and stakeholders.

Knowledge of banking products, processes, and systems is desirable but not required.

High ethical standards and a commitment to integrity in all aspects of work.

Supervisory Responsibility

This position will not supervise employees.

Licenses and Certifications

CIA, CISA, CPA or other relevant professional designation (required).

Work Environment

While performing the duties of this job, the employee is regularly exposed to an indoor office setting with moderate noise.

Most roles require working in an office setting with moderate noise and the ability to lift 25 pounds.

Travel

Ability to travel to various worksites and be on-call may be required.
