Job Description Summary : Responsible for the planning, organizing, coordinating, controlling, and directing of all aspects of the Health Information Management (HIM) Department for the Acute enterprise (all WTH hospitals), as well as ambulatory coding for the Medical Group. Under the general supervision of the Executive Director of Revenue Cycle.
Essential Job Functions :
Develops and deploys health information management systems as part of the healthcare system's overall information system plan. Monitors health information management systems and sets the healthcare system's standards for data quality and ethical practice. Participates in the development of health information management policies and procedures on release of information, confidentiality, information security, information storage and retrieval, and record retention. Documents and enforces the healthcare system's health information management policies and procedures. Monitors local, national, and international trends in healthcare delivery. Monitors changes in legislation and accreditation standards that affect health information management. Serves as an internal consultant on health information management issues including release of information, confidentiality, information security, information storage and retrieval, and record retention as well as authorship and authentication of health record documentation, standardization of medical vocabularies, and use of classification systems. Leads in ensuring timeliness and accuracy of coding, including managing and optimizing Discharged Not Final Billed (DNFB). Performs and reports research on topics related to health information management. Forecasts the healthcare system's future technical and information needs. Plans and directs activities of the HIM Department to assure the compilation and maintenance of a complete and accurate medical record for every patient within the Electronic Medical Record. Interviews, hires, trains, assigns and monitors work, evaluates performance, counsels, disciplines, and recommends salary increases, and discharge of all HIM Department employees. Prepares the personnel, expense and capital equipment budgets for the HIM Department. Plans and analyzes purchases of the Department, negotiates contracts, and monitors expenses to keep within budgetary limits. Prepares Department long range plans and develops mechanisms to measure the attainment of goals and objectives. Represents the Hospital in court when subpoenaed to produce patient medical records; gives depositions in response to subpoenas. Represents the Department on Medical Staff Committees, including the Patient Care Committee. Develops and maintains a positive work climate and the overall team effort of the Department. Maintains the confidentiality of all patient care records at all times. Provides education and training to the healthcare system employees in areas relevant to health information management policies and procedures. Performs related responsibilities as required or directed.
Job Specifications :
Education : Skill and proficiency in the principles, concepts and techniques of Health Information Management Administration, and knowledge of information systems and healthcare applications in addition to database applications and report writing software. Such proficiency is acquired through the completion of a Baccalaureate degree in Health Information Management.
Licensure, Registration, Certification : Current registration as a Registered Health Information Administrator (RHIA).
Experience : Knowledge of medical record practices, information technology, prospective payment system, DRG reimbursement, case mix management, JCAHO requirements, and all State and Federal regulations affecting the health information management function as normally acquired through 3-5 years experience in Health Information Management Administration. Knowledge of hospital and departmental policies and procedures as acquired through 2-3 months of work experience. Experience in administrative and staff management. Experience in project management.
Knowledge, Skills and Abilities : Communication skills in occasional contacts with attorneys, physicians and patients to interpret release of confidential medical information, and exchange information. Communication skills in occasional contacts with Joint Commission surveyors, CMS surveyors, State of Tennessee surveyors, and other regulatory agency personnel to interpret Health Information Management policies and exchange information.
