System Analyst

Client : Department of Housing and Community Affairs (DHCA)

Location : Hybrid (onsite in Maryland; fully remote may be considered)

Clearance / Work Authorization : U.S. Citizen required

Start Date : Immediate

Status : Active Role

Overview :

The System Analyst will play a key role in advancing Phase IIb of the DHCA Housing Portal initiative , which focuses on enhancing data integration and streamlining business processes across multiple housing programs. This phase aims to improve service delivery, transparency, and cross-program collaboration by integrating approximately six distinct housing databases and related programs into a unified portal.

This role provides the foundation for DHCA's long-term data modernization strategy , enabling unified reporting, cross-program insights, and improved operational efficiency. The selected candidate will support the development of technical integration solutions, system documentation, and data models that will inform future automation, predictive analytics, and data governance efforts.

Key Responsibilities :

  • Lead the integration of multiple housing databases and applications into a unified Housing Portal (including Licensing, Code Enforcement, Multifamily, Landlord & Tenant, Rent Stabilization, and Common Ownership Communities).
  • Conduct comprehensive systems analysis to assess current state, document requirements, and identify integration and automation opportunities.
  • Develop technical design documents, integration blueprints, and system architecture diagrams .
  • Create Entity Relationship (ER) models , system integration plans , and gap analysis reports between existing databases.
  • Design and validate backend integration solutions through scripts, utilities, or proof-of-concept connectors .
  • Ensure that all data integration activities comply with County IT security policies, privacy standards, and housing data regulations .
  • Collaborate with DHCA and County IT staff to ensure knowledge transfer , adherence to standards, and alignment with strategic goals.
  • Support the implementation of Agile methodologies and utilize tools such as Azure DevOps to manage deliverables and workflows.

  • Required Experience and Skills :

  • Proven experience in systems analysis , preferably in government or housing-related projects .
  • Strong understanding of data integration techniques , including ETL processes and API-based data exchange .
  • Proficiency in SQL and relational database management ( SQL Server preferred).
  • Experience developing with C# (.NET Framework / .NET Core) for backend development and system integration.
  • Familiarity with RESTful APIs , JSON / XML , and web services .
  • Experience with scripting or programming languages such as Python, JavaScript, or PowerShell (preferred).
  • Knowledge of System Development Life Cycle (SDLC) and Agile methodologies .
  • Experience using Azure DevOps or similar project management tools.
  • Ability to create technical documentation , including ER diagrams, integration plans, and traceability matrices.
  • Strong analytical, problem-solving , and communication skills with a demonstrated ability to work collaboratively with technical and business stakeholders.
